The provisions of Chapter 380 of the Code of the Borough of Clearfield, County of Clearfield, Pennsylvania, shall not apply to any public park of the Borough of Clearfield, Pennsylvania, which the Borough of Clearfield has placed under lease or management agreement to any duly organized authority, board or entity, which is required by such lease or management agreement to manage and maintain such park and provide reasonable insurance coverage for the protection of the public.
