There is hereby constituted and created in and for the City of North Wildwood four standing committees which shall be designated: Administrative, Revenue and Finance, Public Works and Public Safety. Each committee shall consist of no more than three members of Council. The Mayor shall serve as a nonvoting, ex officio member of all Council committees.

Each committee member shall be appointed by the Council President with a majority vote of Council and shall serve at the pleasure of the Council President.

Each committee shall be headed by a chairman who shall be appointed by the Council President with a majority vote of Council. The Chairman of the Administrative Committee shall be designated the Director of Administration; the Chairman of the Revenue and Finance Committee shall be designated the Director of Revenue and Finance; and the Chairman of the Public Works Committee shall be designated the Director of Public Works.
A. 
These committees shall establish general policy guidelines for the City government.
B. 
These committees shall exercise legislative oversight over the departments, employees, boards and commissions within their jurisdiction.

A. 
The jurisdiction of the Administrative Committee shall include the Mayor, the Administrator, the City Clerk, the City Engineer, the Legal Department, the Department of Buildings, Parks and Grounds, the Department of Recreation and Tourism, the Tourists' Development Commission, the Municipal Court, the Zoning Official, the Planning Board, and the Alcoholic Beverage Commission.

B. 
The jurisdiction of the Finance Committee shall include the Chief Financial Officer, Department of Revenue and Finance, the Department of Tax Collection, the Tax Collector and the Tax Assessor.
C. 
The jurisdiction of the Public Safety Committee shall include the Police Department, the Fire Department, the Department of Emergency Management, Volunteer Services, the Beach Patrol and the Department of Construction Inspection.
D. 
The jurisdiction of the Public Works Committee shall include the Department of Public Works.
A. 
Inquiry. A committee may, by majority vote of that committee, require any municipal officer to prepare and submit sworn statements regarding the performance of his/her official duties and may otherwise investigate the conduct of any department, office, or agency.
B. 
Administration. Committees and individual members thereof shall deal with officers and employees of the City only through the Mayor, Administrator or department heads, and, except for inquiries as provided for, all communications regarding the administration of the City shall be with them. This provision shall not apply to the City Solicitor or the City Engineer, which contact may be direct in nature and without limitation or restriction.
C. 
Removal. The Mayor may remove an official, officer, or employee subject to approval by Council except in those instances where applicable statutory authority, administrative code regulations, ordinances or collective bargaining agreements provide otherwise. The Mayor and Council Members may only be removed for cause in accordance with state statutes.

Council committees may appoint a member of said committee to serve as the liaison to a department under said committee's jurisdiction.
