No building permit shall be issued to any person or entity in the City of North Wildwood unless said applicant for such permit has submitted sufficient proof to the Construction Official of the City of North Wildwood that there are no delinquent local real property taxes and/or delinquent services charges, in excess of $50, outstanding on the real property for which permission is being sought to commence construction.

No contractor's license shall be issued to any person or entity in the City of North Wildwood, unless said applicant for said construction license has submitted sufficient proof to the Construction Official of the City of North Wildwood that there are no delinquent local real property taxes and/or delinquent sewer service charges, in excess of $50, outstanding on any real property which is considered the applicants principal place of business within the city.
Sufficient proof of payment of such taxes shall be in the form of a receipt from the City Tax Collector or any other properly authenticated document from the Collector of the City of North Wildwood declaring that the local real property taxes are current. Sufficient proof of payment of such sewer charges shall be in the form of a receipt from the Construction Official of the City of North Wildwood or any other properly authenticated document from the Construction Official declaring that the sewer service charges are current.
The Construction Official of the City of North Wildwood shall be permitted to issue a building permit, regardless of the requirements in § 398-7 of this article, provided that a determination is made that the issuance of the permit is necessitated by an emergency that exists affecting the public health, safety and welfare.
Taxpayers of the City of North Wildwood shall be permitted to enter into agreements with the City regarding the payment of past due real estate taxes and sewer service charge obligations. Should the Council of the City of North Wildwood, by resolution, approve the entry into such an agreement, said agreement shall serve as sufficient proof for the issuance of a building permit, mercantile license and/or a contractor's license for the subject premises pursuant to §§ 398-7 and 398-8 of this article.
