The purpose of this chapter is to create a Township of Franklin Major
Subdivision and Site Plan Review Advisory Committee which shall assist the
Township of Franklin Planning and Zoning Boards by reviewing applications
for major subdivisions and site plans for their completeness and content prior
to those applications being presented to the respective Boards.
A. The Committee shall, upon the completion of a review,
present a written report, including findings and recommendations, to the Planning
or Zoning Board as appropriate.
B. The Committee shall perform such other advisory duties
as are assigned to it by ordinance or resolution of the Township Committee
for the aid and assistance of the Township Committee or the Planning or Zoning
Board.
The Major Subdivision and Site Plan Review Advisory Committee shall
follow the provisions of this chapter and shall accordingly exercise its power
as follows:
A. The Major Subdivision and Site Plan Review Advisory Committee
shall review all applications for major subdivisions and site plans filed
with either the Planning Board or Zoning Board in order to determine the compliance
by the applicants with the ordinances of the Township of Franklin and the
statutes of the State of New Jersey as they pertain to land development.
B. Upon completion of the Committee's review, it shall issue
to the Planning or Zoning Board, as the case may be, a written report which
will advise that Board whether or not the Committee, in its opinion, determines
that the application presented is complete and whether the application is
in compliance with the ordinances of the Township of Franklin and the laws
of the State of New Jersey as they pertain to land development.
C. Further, the Committee will offer its opinion as to the
acceptability of the plan of land development presented by the applicant.
The Major Subdivision and Site Plan Review Advisory Committee may employ
or contract for and fix the compensation of legal counsel, other than the
Municipal Attorney, a licensed planning consultant, a licensed engineer and
other staff and services and it shall be necessary, not exceeding, exclusive
of gifts or grants, the amount appropriated by the Township Committee for
its use.
