No person shall transfer, sell or agree to transfer or sell, except pursuant to an agreement expressly conditioned on final subdivision approval, any land which forms part of a subdivision as defined in this chapter until final approval of such subdivision has been obtained pursuant to this chapter.

A. 
No construction permit shall be issued for any new building or structure unless a zoning permit shall have first been issued by the Zoning Officer of the Township of Wyckoff and a site plan shall have first been approved by the Planning Board or Board of Adjustment in accordance with the terms of this chapter, except site plan approval shall not be required for any subdivision or individual lot applications for detached one- or two-family dwelling unit buildings.

B.

C. 
No certificate of occupancy shall be issued for any new building or structure or for any expansion of the footprint or height to an existing building unless a zoning permit shall have first been issued by the Zoning Officer of the Township of Wyckoff and a site plan shall have first been approved by the Planning Board or Board of Adjustment in accordance with the terms of this chapter, except site plan approval shall not be required for any subdivision or individual lot applications for detached one- or two-family dwelling unit buildings.

D. 
Notwithstanding the provisions of Subsections A, B and C of this section, no site plan approval shall be required prior to the issuance of a construction permit for any new building or structure or addition to an existing building or structure or prior to the issuance of a certificate of occupancy for any building or structure or addition if such building or addition is used or to be used solely as a single- or two-family dwelling or as an accessory thereto, except for a senior citizen residential cluster development or a cluster development in the RC-25 Zone.
E. 
Minor site plan approval shall be required for any change in the size, configuration or contours of any off-street parking lot or parking area, the ingress or egress of any parking lot or parking area, the curb cuts of any parking lot or parking area or for any restriping of parking spaces in a parking lot or parking area which results in a decrease in the number of parking spaces contained in the parking lot or parking area.
F. 
Notwithstanding anything to the contrary within this chapter, site plan review and approval shall not be required in connection with applications to install a single (one per site) standby emergency generator, powered by natural gas, to be utilized in connection with commercial uses located within commercial zones if the following criteria are met:

(1) 
The installation of the generator shall not result in any change to the existing parking, traffic and/or building layout.
(2) 
The location of the generator must conform to all setbacks and require no variances in connection with the installation.
(3) 
The location of the generator shall be no less than 15 feet from any residential property line, provided that the generator is 20KW or less in size. Generators of larger capacity must apply to the Planning Board if the property is adjacent to a residential property.
(4) 
Screening shall be required and as specified by the Township Engineer.
(5) 
The applicant for permit shall provide a current site plan as part of its application depicting the exact location and size of the proposed generator. If no site plan is on file with the Township, a new site plan must be prepared in accordance with the requirements of § 168-11 of the Code of the Township of Wyckoff, and the same shall be filed with the Township as part of the property's record.
(6) 
All generators of alternate fuel types must apply to the Planning Board for approval.
