The Police Department shall consist of probationers,
patrolmen and, at the option of the Council, one or more of the following
officers: Sergeant and Chief.
A probationer shall be a person chosen by the Council
from a list submitted by the Civil Service Board of Monaca as having
passed the required examination and who shall thereupon serve a certain
trial period as a patrolman.
A patrolman shall be a person who has served a trial
period as a probationer without removal by action of the Council prior
to the termination of such probationary period.
A Sergeant shall be a person who has served not less
than three years as a patrolman and shall be chosen by the Council
from a list submitted by the Civil Service Board of Monaca from those
who have passed the required examination for Sergeant.[1]
A Chief shall be a person who is chosen by the Council,
but who need not have served as a patrolman or Sergeant, but who passed
the required examination given by the Monaca Civil Service Board,
and who must, prior to being confirmed by the Council in the office
of Chief, serve a trial or probationary period as Chief. The person
serving a probationary period as Chief automatically shall become
Chief at the expiration of the probationary period unless first removed
from such office by the Council.

action by the Council, become confirmed in such office.

by the Civil Service Board of Monaca from those who have passed the
required examination for Sergeant.
A Chief shall be a person who is chosen by the Council, but who need
not have served as a patrolman, Corporal or Sergeant, but who passed
the required examination given by the Monaca Civil Service Board,
and who must, prior to being confirmed by the Council in the office
of Chief, serve a trial or probationary period as Chief. The person
serving a probationary period as Chief automatically shall become
Chief at the expiration of the probationary period unless first removed
from such office by the Council.
The Council may, at the option of a majority of quorum
of the Council, suspend the removal of a person on probation and authorize
such person to be heard at the next regular meeting of the Council;
and subsequent to such hearing, the Council shall vote again on the
question of such removal.
A Corporal shall be a person who has served not less than three years
as a patrolman and shall be chosen by the Council from a list submitted
by the Civil Service Board of Monaca from those who have passed the
required examination for Corporal.
All members of the police force shall perform their
duties in the place where and in the manner which is directed by the
Mayor of the Borough of Monaca.
It shall be the official duty of all members of the
police force to conduct themselves in as courteous a manner as is
compatible with efficient performance, and willful discourtesy in
the performance of duties shall be construed as neglect or violation
of an official duty.
Members of the police force shall receive compensation
as is from time to time negotiated by contract between the police
force and the Council of the Borough of Monaca.
An applicant for the office of Chief shall, prior
to beginning his probationary period and through negotiations with
the Council for the Borough of Monaca, determine whether he shall
be subject to the provisions of the various contracts negotiated between
the police force and the Council of the Borough of Monaca or shall
negotiate separately with the Council of the Borough of Monaca.
