A.
The speed limit on 14th Street, only between Station 10+00RT and
15+00LT, shall be 15 miles per hour. In all other locations on 14th
Street the speed limit shall be that set by ordinances adopted prior
hereto.
C.
That the following warning signs shall be erected on 14th Street
in the Borough of Monaca at or between the stations designated below,
in accordance with the Manual of Uniform Traffic Control Devices and
PennDot Publication 236M-Handbook of approved signs:
(1)
Hill: W7-3, 24 inches by 18 inches to be posted in conjunction
with Hill sign on 14th Street at STA 10+00 RT for traffic descending
the hill.
(2)
11% Grade: W7-3, 24 inches by 18 inches to be posted in conjunction
with Hill sign on 14th Street at 10+00 RT for traffic descending the
hill.
(3)
Chevron Alignment Sign: W1-8, 18 inches by 24 inches to be posted
on 14th Street on outside of curve at right angles to approaching
traffic at STA. 12+25 RT and 13+50 RT. Two W1-8 signs should be placed
back-to-back at each location. Spacing of the W1-8 signs should be
such that the driver always has two signs in view until the change
in alignment eliminates the need for additional signs. To be effective
the W1-8 signs should be visible for at least 500 feet.
(4)
Slippery When Wet: W8-5, 30 inches by 30 inches to be posted
on 14th Street at STA. 10+00 RT and 15+00 LT for traffic ascending
and descending 14th Street Hill if Monaca Borough determines that
the roadway surface is extraordinarily wet.
(5)
15 mph Advisory Speed Plaque: W13-1, 18 inches by 18 inches
to be posted on 14th Street at STA. 10+00 RT and 15+00 LT in conjunction
with Slippery When Wet sign.

Street cleaning routes shall be established
and posted restricting parking as follows:
A.
Except as noted below, street maintenance will be conducted on the
following streets or parts of streets in accordance with the following
schedule, between the hours of 6:00 a.m. and 2:00 p.m., during which
time:
(1)
The parking of vehicles is prohibited on Mondays on the side of all
Borough streets bearing addresses ending in an odd-numbered digit;
and
(2)
The parking of vehicles is prohibited on Tuesdays on the side of
all Borough streets bearing addresses ending in an even-numbered digit.
(3)
Exception: The parking of vehicles is prohibited on Indiana Avenue
from 9th Street to 15th Street on Mondays on the side bearing addresses
ending in an even-numbered digit and on Tuesdays on the side bearing
addresses ending in an odd-numbered digit.
B.
Notice of the aforesaid restrictions shall appear on posted signage.

VEHICLE
Definitions. As used in this section, the following terms shall have
the meanings indicated:
Any one or more of the following actions or services that
can be taken or directed to be taken, from time to time, by or on
behalf of the Borough:
Snow removal.
Leaf pickup.
Garbage pickup.
Road repair/upkeep.
Catch basin repair/upkeep.
Water and/or sewer line repair/upkeep.
Line painting.
Signage repair/upkeep.
Street sweeping.
Streetlight replacement/upkeep.
Telephone or cable television line repair/upkeep that the Borough
is required by law to perform.
Sidewalk repair/upkeep that the Borough is required by law to
perform.
Waterline/hydrant repair/upkeep.
Every device in, upon, or by which any person or property
is or may be transported or drawn upon a roadway. The term does not
include a self-propelled wheelchair, or an electrical mobility device
operated by and designed for the exclusive use of a person with a
mobility-related disability.
