A.
Whereas the United States of America has enacted into law the Housing
and Community Development Act of 1974 (Public Law 93-283, as amended);
B.
Whereas Title I, Section 103 of the Act authorizes the Secretary
of the United States Department of Housing and Urban Development to
make grants to units of general, local government to finance county
development programs;
C.
Whereas, pursuant to Title I, Section 103 of the Act, the County
of York, Pennsylvania, is an eligible applicant/recipient of such
grants; and
D.
Whereas the County of York, Pennsylvania, is authorized by 24 CFR
570.500 of the United States Department of Housing and Urban Development's
Community Development Block Grant Rules and Regulations to designate
a local public agency to undertake/administer community development
activities.
The York County Planning Commission is hereby designated as
the agency responsible for planning, implementing and administering
the county's Community Development Block Grant Program in accordance
with the United States Department of Housing and Urban Development's
rules and regulations in 24 CFR 570.
Notwithstanding this designation, the responsibility and authority
of the Board of Commissioners, County of York, to approve and submit
Community Development Block Grant applications and/or amendments,
to approve revisions and to execute contracts with municipalities
participating in the Community Development Block Grant Program is
not restricted.
