The name of this organization shall be the "Advisory Board to
York County Children and Youth Services."
The purposes of the Advisory Board to York County Children and
Youth Services shall be as follows:
A. To fulfill the duties and responsibilities as mandated by law.
B. To familiarize all Board members with the workings of the Agency,
including policies and procedures, priorities and ongoing activities,
so as to be advised properly concerning the fulfillment of the purposes
set forth herein.
C. To advise, assist and develop recommendations to the Agency with
respect to management, operations, performance, services, administrative
reviews of child placement, certification and licensure, budgeting,
policy and programs of the Agency, with special emphasis on identifying
and assessing needs and problems of the Agency and developing and
communicating alternatives for improvements.
D. To encourage positive interaction and relationships among the Agency
and other agencies, County Commissioners, the court system and the
community at large.
E. To promote public understanding of the programs, services and objectives
of the Agency and to help strengthen the community image of the Agency.
F. To keep updated on legislation, rules and regulations, reports, studies
and local and state resources affecting the welfare of children and
the Agency and to advocate and support legislation, regulations, studies
or resources favorable to the welfare of children or the Agency.
G. To participate in seminars, conferences and meetings with other agencies
or other advisory boards to Children and Youth Service agencies in
order to exchange and develop ideas and recommendations to improve
the Agency and promote the welfare of children.
Duties of the Advisory Board shall include:
A. Recommendations on matters referred by the County Commissioners or
the County Agency Executive Director and suggestions of policies for
the Agency's operation and development at the Board's own
initiative.
B. Consultation with the Agency's Executive Director and advising
on matters pertaining to the development of the annual county services
plan and budget estimate to be presented to the York County Commissioners.
The county plan and budget estimates shall be reviewed by the Board
before the final draft.
C. Assistance in the recruitment of personnel and the development of
personnel policies and procedures.
D. Development and promotion of better public understanding of the Agency's
programs and objectives.
E. Establishment of a fund for the purpose of receiving gifts and donations
from the community. Such gifts and donations shall be used only for
the direct benefit of the children served by the County Agency and
shall in no way offset the county's financial responsibilities
to the program.
F. Review monthly reports as follows: minutes of previous Advisory Board
meetings; services rendered; financial reports; innovative Agency
activities; a summary of dealings of the Agency with the Commissioners
and/or Human Services Department; and anticipated problems or concerns.
The establishment of policy for the administration of services
of this Agency is vested in the Commonwealth of Pennsylvania and the
Commissioners of York County. It shall be the function of the Advisory
Board to suggest appropriate means of implementing such policies.
In the absence of any provisions in these bylaws to the contrary,
all meetings of this Board shall be governed by the parliamentary
rules and usages contained in the current edition of Robert's
Rules of Order, Revised.
Amendments to these bylaws may be made at any duly called Advisory
Board meeting by a two-thirds affirmative vote of the Advisory Board,
provided that proper notice is given to the members.
