A. 
Design requirements. For every building hereafter erected or altered, or use hereafter established, there shall be provided off-street loading spaces as required below.
(1) 
Each off-street loading space shall be an area 12 feet wide, 15 feet high and 45 feet long, exclusive of access and turning area.
(2) 
All loading berths shall be located on the same lot with the principal use they are intended to serve. No loading berth shall be located in the minimum required front yard setback. Loading berths shall be located at least 25 feet from the nearest point of intersection of any two public streets.
(3) 
Loading berths shall be designed to provide sufficient turnaround area so that vehicles are not required to back onto public streets and the design shall be subject to review and approval by the Borough Engineer. Loading berths shall have direct access to a driveway and shall be maintained free from obstruction.
(4) 
Loading berths shall be screened by a minimum eight-foot-high masonry wall or solid fence on all sides which face property in any R-1, R-2 or R-3 Zoning District.
B. 
Loading berths required. In all zoning districts, every use that requires the receipt or distribution, by tractor-trailer, of material or merchandise, shall provide off-street loading berths in accordance with the following requirements:

A. 
Parking spaces required.
(1) 
Any new use or change of use in any zoning district shall comply with the following minimum requirements for the provision of off-street parking spaces on the site of the principal use to which they are accessory, unless conditional use approval is granted for a reduction of parking space requirements in accordance with § 245-61W or approval of off-site parking in the R-3 District, the C-C District or the PROD District is granted as a use by special exception in accordance with § 245-61T.
(2) 
When the calculation of required parking spaces utilizing the following table results in a requirement of a fractional parking space, any fraction shall be counted as one parking space. Where more than one use exists on a lot, parking requirements for each use shall be provided.

Bar or tavern; restaurant, carry-out; restaurant, fast-food; restaurant, sit-down
1 space for each employee on peak shift, plus 1 space for each 75 square feet of net floor area devoted to patron seating.
Bed-and-breakfast
1 space for each sleeping room in addition to the parking required for the single-family dwelling.
Boat launch ramp
20 spaces that accommodate vehicles with trailers for each launching ramp.
Business or professional offices; other than medical clinic
1 space for each 200 square feet of gross floor area.
Business services
1 space for each 300 square feet of net floor area.
Church, theater, auditorium, stadium, or other place of assembly
1 space for each six seats or 160 lineal inches of bleacher seating.
Commercial laundry or dry-cleaning plant
1 space for each 1,500 square feet of gross floor area or 1 space for each employee on the peak working shift, whichever is greater.
Commercial school
1 space for each faculty and employee, plus 1 space for each 1.5 students.
Conversion apartments
In addition to the 2 spaces required for the existing single-family dwelling, 1 space for each new dwelling unit.
Day spa
1 space for each staff on peak shift, plus 1 space for each service position or treatment room.
Delicatessen
1 space for each 75 square feet of net floor area devoted to customer seating and/or service, plus 1 space for each employee.
Drive-through facility
See § 245-46 for the waiting space requirements for each drive-through position.
Duplexes
2 spaces per dwelling unit.
Educational studio
1 space for each employee, plus 1 space for each 2 students at maximum occupancy.
Elderly housing
1 space per dwelling unit.
Family day care home
1 space for each employee
Fire and emergency medical service
1 space for each 300 square feet of area used for office, plus 1 space for each 75 square feet of meeting rooms or banquet hall excluding the kitchen facilities, plus 1 space in an enclosed garage for each vehicle or equipment.
Funeral homes
1 space per employee and 2 spaces for the owner or operator, plus 1 space for every 300 square feet of net floor area.
Garden apartments
1.5 spaces per dwelling unit.
Group care facility
1 space for each employee on peak shift, plus 1 space for each resident authorized to drive, plus 1 space for each 6 beds.
Health club
1 space for each 100 square feet of net floor area accessible to members excluding locker rooms.
High-rise apartments
1.5 spaces per dwelling unit.
Home occupation
See § 245-61O.
Hotel or mote
1 space for each employee on peak shift, plus 1 space for each sleeping unit, plus 1 space for each 75 square feet of floor area in shops, restaurants, meeting rooms and similar facilities that are accessible to the public.
Laundromat
1 space for each machine.
Library or museum
1 space for each 600 square feet of net floor area.
Manufacturing
1 space for each 1,000 square feet of gross floor area.
Marina
1.5 spaces for each boat slip.
Medical clinic
1 space for each staff, plus 3 spaces for each examining or treatment room or other patient service position.
Mid-rise apartments
1.5 spaces per dwelling unit.
Mini-warehouse or self-storage facility
2 spaces for manager's quarters, if proposed, plus 1 space for each 20 storage units located throughout the site, plus a minimum of 1 space located near the office or manager's quarters to be used by prospective clients.
Mobile home park
1 space for each mobile home lot, plus 1 additional off-street space for each 3 lots to provide for guest parking, delivery and service vehicles.
Nursing home
1 space for each 3 beds, plus 1 space for each employee on the peak working shift.
Personal care boarding home
1 space for each employee on peak shift, plus 1 space for each resident authorized to drive, plus 1 space for each 6 beds.
Pet grooming; pet services
1 space for each employee on peak shift, plus 2 spaces for each service position, plus 1 space for each 1,000 square feet of net floor area devoted to display and sales.
Private club
1 space for each 400 square feet of net floor area.
Public buildings
1 space for each 300 square feet of net floor area devoted to offices, plus 1 space for each 75 square feet of net floor area devoted to conference rooms or public meeting rooms.
Public utility building or structure
Any area of the building that is used for business offices shall comply with the parking requirements for that use, plus any area of the building used for storage of material, vehicles or other equipment shall provide 1 space for each employee on peak shift, plus 1 space for each service vehicle stored on the lot.
Recreational uses, indoor and outdoor
1 space for each 3,000 square feet of gross lot area or gross floor area; 1 space for each 160 lineal inches of bleacher seating, if any; 1 space for each individual or team member on the field or court during regulation play; 1 space for each practice position, if any.
Repair shop
1 space for each employee, plus 1 space for each 300 square feet of floor area accessible to the public.
Research and development
1 space for each employee on peak shift, plus a minimum of 5 spaces reserved for visitors for each 10,000 square feet of gross floor area.
Retail store
1 space for each 100 square feet of net floor area.
School
5 spaces, plus 1 space for each 2 classrooms.
Service stations
1 space for each employee on peak shift, plus 2 spaces for each service bay, plus 1 space for each 200 square feet of net floor area devoted to retail sales.
Single-family dwellings
2 spaces per dwelling unit.
Supply yard
1 space for each employee on site, plus 1 space for each 250 square feet of floor area devoted to product display and retail sales, plus 1 space for each business vehicle or equipment.
Temporary use or structure
Parking shall be based on the requirement for the use listed in this table that most closely conforms to the temporary use or structure proposed.
Townhouses
2 spaces per dwelling unit.
Transitional dwelling
1 space for each employee on peak shift, plus 1 space for each resident authorized to drive, plus 1 space for each 6 beds.
Tree nursery
1 space for each employee, plus 1 space for each 250 square feet of retail sales area, plus 1 space for each 1,500 square feet of growing area that is accessible to the public.
Truck terminal
1 space for each employee on peak shift, plus 1 space for each service vehicle stored on site.
Vehicle accessories sales and installation
1 space for each employee on peak shift, plus 1 space for each 1,000 square feet of indoor and outdoor display and sales area.
Vehicle rental, sales and service
1 space for each employee on peak shift, plus 1 space for each 1,000 square feet of indoor display and sales area.
Vehicle repair shop
4 spaces for each bay, plus 1 space for each employee on peak shift, plus 1 space for each business vehicle kept on the site.
Veterinary clinic
1 space for each doctor and employee, plus 2 spaces for each treatment room.
Warehousing, wholesaling
1 space for each 1,000 square feet of gross floor area.
Other uses not specifically listed
1 space for each 3 occupants at maximum occupancy authorized by the Uniform Construction Code (UCC)[1] or 1 space for each 300 square feet of gross floor area, whichever is greater.

B. 
Design of off-street parking. All parking spaces that were established prior to January 1, 2010, that are not in conformance with the provisions of this § 245-19B shall be allowed to continue as previously laid out. Any new parking spaces that are created shall comply with these provisions, including those spaces that are added to a parking area that contains existing nonconforming parking spaces.
(1) 
Each parking space shall have minimum dimensions of 10 feet by 20 feet.
(2) 
In parking areas containing five or more parking spaces, all off-street parking spaces shall be located at least five feet from any property line or street right-of-way line. The area between the edge of the paving and the property line or street right-of-way line shall be maintained in grass or ground cover.
(3) 
Off-street parking spaces located in parking areas containing five or more spaces shall be striped and all vehicular entrances and exits shall be clearly marked. Handicapped parking shall be marked as required by the Pennsylvania Department of Labor and Industry and the Americans with Disabilities Act (ADA).
(4) 
Except in the case of single-family dwellings, two-family dwellings and townhouses, parking spaces shall be designed to provide sufficient turnaround area so that vehicles are not required to back onto the cartway of any public street.
(5) 
Except in the case of single-family dwellings, all newly constructed parking spaces shall be surfaced with asphalt, concrete or similar material of adequate thickness to support the weight of fully loaded vehicles that customarily park in them.
(6) 
In the case of single-family dwellings, all newly constructed parking spaces shall be improved with a dust-free all-weather surface such as gravel, brick pavers, asphalt, concrete or similar material. It shall be the responsibility of the property owner to ensure that driveway surface materials and stormwater runoff do not discharge onto a public street.
(7) 
Off-street parking on lots containing a single-family dwelling or two-family dwelling shall be located in an enclosed garage, a driveway leading to a garage or an approved parking pad that meets the requirements of Subsection B(8), below. In no case shall any vehicle be parked on any area of the lot other than an improved driveway or approved parking pad.
(8) 
A parking pad may be constructed on a residential lot, provided all of the following requirements are met:
(a) 
A parking pad for one vehicle shall not exceed 200 square feet; a parking pad for two vehicles shall not exceed 400 square feet.
(b) 
The maximum area devoted to a parking pad on any residential lot shall be 400 square feet, excluding the driveway providing access to it, provided the maximum coverage of the yard area in which it is located required by Subsection B(8)(c) or (d) below is not exceeded.
(c) 
If the parking pad is located in the front yard of a residential lot, the portion of the front yard covered by the parking pad shall not exceed 35% of the total area of the front yard bounded by the front building line, the side lot lines and the street right-of-way line.
(d) 
If the parking pad is located in the rear yard of a residential lot, the area of the rear yard covered by the parking pad shall not exceed 40% of the total area of the rear yard bounded by the rear lot line, the side yard lines and the rear wall of the dwelling.
(e) 
The parking pad shall be designed to have direct vehicular access from a driveway, a public street or an alley.
(f) 
If a driveway leading to the parking pad is paved to the property line, the parking pad may be paved to the property line. All other parking pads shall be located at least five feet from a side or rear property line. This five-foot setback area shall be maintained in grass or ground cover.
(g) 
Parking pads in the front yard shall not be located in the public street right-of-way without the approval of the Borough or PennDOT, whichever owns the right-of-way.
Public parking garages or public parking lots shall meet all of the following requirements:
A. 
All public parking lots or public parking garages shall be designed to have direct vehicular access to an arterial or collector street, as defined by this chapter.
B. 
All public parking lots or public parking garages shall be designed to minimize traffic congestion on the site or within the garage and for traffic entering or leaving the site or parking lot or parking garage.
C. 
The design of any parking garage proposed to be located on property that adjoins property in an R-1, R-2 or R-3 District shall take into account the height, visual, light and air impacts on adjoining residences and shall utilize architectural materials for the exterior walls facing those residential areas that are compatible with the residential character of adjoining properties.
D. 
Any public parking garage structure, whether proposed as a principal structure or an accessory structure, shall comply with the yard requirements for a principal structure.
E. 
Any public parking lot that has parking spaces reserved, in part, for the customers or employees of a specific use shall be located within 300 feet of the specific use that it is intended to serve.
