§ 524-9 Maximum speed limits established on certain streets.

Maximum speed limits are established on portions of specified streets, as follows, and it shall be unlawful for any person to drive a vehicle, on any part of a street where a maximum speed limit applies, at a higher speed than the maximum prescribed for that part of the street:

On all streets and alleys in the Borough not subject to the maximum speed limits established in Subsection A of this section, there shall be a maximum speed limit of 25 miles per hour, except where the speed is limited to a lesser amount by law.

Any person who violates any provision of this section shall, upon conviction, be sentenced to pay a fine of $35 and costs. Any person exceeding the maximum speed limit by more than five miles per hour shall pay an additional fine of $2 per mile for each mile in excess of five miles per hour over that maximum speed limit.

§ 524-10 Special speed restrictions applicable in school zones at certain times.

The following parts of streets are designated as school zones and a maximum speed limit of 15 miles an hour shall be in effect in those school zones during school recess and while children are going to or leaving school at opening or closing time, and at such other times as the Council may from time to time designate by resolution and may give notice thereof to the traveling public by duly posted signs:

Any person who drives a vehicle in any school zone at a speed in excess of 15 miles per hour at any time when that maximum speed limit is in effect shall be guilty of a violation, and, upon conviction, shall be sentenced to pay a fine of $35 and costs. Any such person who exceeds that maximum speed limit by more than five miles per hour shall pay an additional fine of $2 per mile for each mile in excess of five miles per hour over that maximum speed limit of 15 miles per hour.

§ 524-11 Traffic signals at certain intersections.

At the following intersections, official traffic signals shall be erected (or are ratified if previously erected), and traffic at those intersections shall be directed by those signals:

Any driver of a vehicle who disobeys the directions of any such traffic signal shall, upon conviction, be sentenced to pay a fine of $25 and costs.

§ 524-12 Intersections where turns prohibited on steady red signal.

The following intersections are established as intersections where drivers of vehicles headed in the direction or directions indicated are prohibited from making a right turn on a steady red signal:

Any driver of a vehicle who makes a turn on a steady red signal, in violation of this section, shall, upon conviction, be sentenced to pay a fine of $25 and costs.

§ 524-13 Left and/or right turns prohibited at certain intersections.

It shall be unlawful for the driver of any vehicle, traveling upon the first-named street at any of the following intersections, in the direction or directions indicated in each case, to make a left turn or a right turn at that intersection, as indicated for that intersection:

§ 524-14 One-way streets established.

The following are established as one-way streets, and it shall be unlawful for any person to drive a vehicle upon any one-way street other than in the direction established for traffic upon that street:

Any person who violates any provision of this section shall, upon conviction, be sentenced to pay a fine of $25 and costs.

§ 524-15 No-passing zones established.

The following are established as no-passing zones, and it shall be unlawful for the driver of any vehicle to overtake or pass another vehicle, or to drive on the left side of the roadway in any such no-passing zone:

§ 524-16 Stop intersections established.

The following intersections are established as stop intersections, and official stop signs shall be erected (or are ratified if previously erected) in such a position as to face traffic approaching the second-named street (the stop street) in the direction or directions indicated for that intersection. Every driver of a vehicle approaching the intersection on the first-named or stop street, in the direction indicated in each case, shall stop the vehicle as required by Section 3323(b) of the Vehicle Code,[1] and shall not proceed into or across the second-named or intersecting street until he has followed all applicable requirements of that section of the law.

§ 524-17 Yield Intersections established.

The following intersections are established as yield-right-of-way intersections, and official yield signs shall be erected (or are ratified if previously erected) in such a position as to face traffic approaching the second-named street (the intersecting street) upon the first-named street (the yield street) at each yield intersection, in the direction or directions indicated for that intersection. Every driver of a vehicle approaching the intersection upon the first-named street, in the direction indicated in each case, shall slow down or stop the vehicle as required by Section 3323(c) of the Vehicle Code,[1] and then yield the right-of-way as required by that subsection of the Vehicle Code.

§ 524-18 U-turns prohibited at certain locations.

It shall be unlawful for the driver of any vehicle, traveling on any of the following portions of streets, in the direction or directions indicated for that street, to make a U-turn.

Any person who violates any provision of this section shall, upon conviction, be sentenced to pay a fine of $25 and costs.

§ 524-19 Vehicle weight limits established on certain streets.

On the following streets and portions of streets, by authority granted by Section 4902(a) of the Vehicle Code,[1] vehicle weight limits are established, and it shall be unlawful for any person to drive on any of those streets or portions of streets as the case may be, any vehicle or combination having a gross weight in excess of the maximum prescribed for that street or portion of street.

Any person who violates any provision of this section shall be prosecuted under Section 4902(a) of the Vehicle Code[2] and, upon conviction, shall be sentenced to pay a fine of $150 and costs, and an additional penalty of $75 for each 500 pounds or part thereof in excess of 3,000 pounds over the maximum allowable weight as prescribed by Section 4902(e-1) of the Vehicle Code.[3]

§ 524-20 Truck traffic restricted on certain streets.

It shall be unlawful for any person to drive a vehicle other than a passenger car on any of the following streets or parts of streets:

Provided: Nothing in this section shall prohibit any person from driving an emergency vehicle on any of those streets or parts of streets, or from driving on any of those streets or parts of streets a truck or other commercial vehicle making local deliveries to or pickups from premises located along that street or part of a street.

Any person who violates any provision of this section shall, upon conviction, be sentenced to pay a fine of $25 and costs.

§ 524-21 Snow and ice emergency routes established or authorized.

Snow and ice emergency routes are established on the following streets and parts of streets:

In order to facilitate the movement of traffic and to combat the hazards of ice and snow on those snow emergency routes, and on other streets or portions of streets designated by the Mayor as temporary snow and ice emergency routes on the occasion of a particular fall of snow or formation of ice, the Mayor, at his discretion, may declare a snow and ice emergency, and afterward may declare the emergency terminated. Notification of the existence of the emergency, and of the location of temporary snow and ice emergency routes, may be given through radio, newspaper or other available media, and notification of the termination of the emergency may be given by use of the same media.

While a snow and ice emergency is in effect, it shall be unlawful at any time during the continuance of the emergency for any person to park a motor vehicle, or to allow the vehicle to remain parked, on any snow and ice emergency route; or for any person to drive a motor vehicle, not equipped with snow tires or equivalent tires or chains, on a snow and ice emergency route.

If, at any time during a period of snow and ice emergency, a person parks a motor vehicle anywhere upon a snow and ice emergency route, that person shall be guilty of a violation of this section, and, upon conviction, shall be sentenced to pay a fine of $15 and costs.

If, at any time during a period of snow and ice emergency, a person drives a motor vehicle not equipped with snow tires or equivalent tires or chains upon a snow and ice emergency route, that person shall be guilty of a violation of this section, and, upon conviction, shall be sentenced to pay a fine of $25 and costs.
