Pursuant to the Act of Assembly of the Commonwealth of Pennsylvania of July 31, 1968, No. 247, known as the "Pennsylvania Municipalities Planning Code,"[1] as supplemented and amended, a Planning Commission is hereby created which shall have all of the powers and duties conferred upon it by law.

The Planning Commission hereby created shall consist of nine members who will serve without compensation but who may be reimbursed for necessary and reasonable expenses. Each member shall be appointed by the Council of the Borough of Kittanning and shall serve for a term of four years or until his or her successor is appointed and qualified, except the initial terms as hereinafter provided.
Members of the Planning Commission established under former ordinances of the Borough of Kittanning shall continue in office for the terms for which they were appointed, but shall continue in such office as members of the Planning Commission created hereby. The additional four members shall be appointed as herein provided for such terms to the end that no more than three members shall be reappointed or replaced annually.
Members of the Planning Commission shall be adult citizens and residents of the Borough of Kittanning, and, insofar as possible, two members shall be residents of each of the four wards of said Borough, and the ninth member shall be a resident of any of said wards.
The Chairman of the Planning Commission shall promptly notify the Council of the Borough of Kittanning of any vacancy in office by reason of death, resignation, removal of residence from a ward, or otherwise, and such vacancy shall be filled for the unexpired term by appointment by Council.
The Planning Commission created hereby shall also serve as a Zoning Commission under the laws of the Commonwealth of Pennsylvania, and shall have all of the powers and duties of such.
