The depositing of various materials in the Town's waterways
or on embankments can lead to flooding and bank and slope erosion,
pollution, harm the environment, create nesting grounds for insects
and animals and other adverse consequences contrary to the public
good. Such effects can have adverse consequences on the public safety
and lead to property damage. In order to protect the Town's coastal
banks, bodies of waters, minimize flooding and other adverse consequences
and to make the community safer from flooding, it is deemed necessary
and appropriate to adopt a bylaw regulating depositing materials into
bodies of water and coastal banks.
This code provision/bylaw shall be administered by the Town
Manager and such persons as he or she may designate from time to time.
Any person, entity or corporation violating the provisions of
this section shall be liable to a fine of not more than $50 for each
violation. Each day on which any violation or offense exists shall
constitute a separate violation or offense. Violations may also be
processed under the non-criminal disposition procedure.
