[Pursuant to P.L. 2020, c. 67, effective 1-1-2021, the Code
of Mercer County has been amended to delete the term “Board
of Chosen Freeholders” and replace it with the term “Board
of County Commissioners.” In addition, the terms “Freeholder”
and “Chosen Freeholder” have been deleted and replaced
by the term “County Commissioner.”]
There is created in Mercer County, New Jersey, a Mercer County
Advisory Committee on Alcoholism and Drug Abuse (MCACADA) pursuant
to P.L. 1983, Chapter 531 (N.J.S.A. 26:2B-33 et seq.).
The purpose of the Mercer County Advisory Committee on Alcoholism
and Drug Abuse is:
A. To serve in an advisory and policy development capacity to the Mercer
County Executive, Board of County Commissioners and the Mercer County
Drug, Alcohol and Youth Division relative to the organization and
delivery of alcoholism and drug abuse services in Mercer County;
B. To assist the Mercer County Drug, Alcohol and Youth Division in the
development of an annual comprehensive alcoholism and drug services
plan for Mercer County as required by the New Jersey Department of
Health. The MCACADA will make recommendations for funding allocations
for alcohol and drug abuse prevention, education and treatment;
C. To provide a forum for alcoholism and drug treatment agencies, public
officials, other professionals and interested community groups and
individuals to work together to improve alcoholism and drug abuse
prevention, education, rehabilitation and public awareness in Mercer
County.
A. The MCACADA shall consist of a minimum of 10 and maximum of 16 members
who shall be appointed by the County Executive with advice and consent
of the Board of County Commissioners.
B. The membership of the MCACADA shall be representative of the various
socioeconomic, racial and ethnic groups within Mercer County including
males and females and may include but not be limited to the following
organizations:
(1)
Human Services Advisory Council;
(3)
Youth Services Commission;
(4)
County School Boards Association;
(6)
Health care services representative;
(9)
In addition, there shall be at least two recovering alcoholics
and two recovering drug addicts included in the membership.
C. Members shall be legal residents of Mercer County.
D. To achieve staggered terms of office, appointments which expire in
October 1989 will be replaced as follows: half of the members appointed
shall serve for a term of one year, the remaining half shall be appointed
for a term of two years. Thereafter, appointments to succeed those
members whose terms have expired shall serve a term of two years.
E. All members of the MCACADA shall have voting privileges.
F. Individuals who are employed by agencies who provide drug and alcohol
services shall be ineligible for membership.
The MCACADA shall elect from its members the following officers:
Chairperson, Vice Chairperson and Secretary.

The standing subcommittees of the MCACADA shall be the Nominating
Subcommittee and the Professional Advisory Committee (PAC) and the
County Alliance Steering Subcommittee. Regulations governing the subcommittees
are as follows:
A. Nominating Subcommittee. The Nominating Subcommittee:
(1)
Shall be composed of four members who are recommended and voted
on by the MCACADA as a whole. The Nominating Subcommittee shall elect
its own chairperson. Members shall be selected annually in the month
of October;
(2)
Will screen and review all applications for membership of the
MCACADA and make recommendations for their appointment;
(3)
Shall meet as necessary throughout the year.
B. Professional Advisory Committee (PAC). The MCACADA shall establish
or designate a Professional Advisory Committee (PAC) made up of representatives
from the various programs providing alcohol and drug abuse services
to Mercer County residents. The PAC shall advise the MCACADA on all
issues related to the provision of quality professional alcohol and
drug abuse services to County residents. The PAC in Mercer County
shall be the Mercer County Organization of Addiction Treatment Services
(MOATS). PAC members shall be asked to serve on task forces which
will be formed as the need arises. The task forces shall review and
prioritize the needs of the community concerning alcoholism and drug
treatment services. Short- and long-term goals will be established
to meet the needs identified. A member(s) of the PAC will be officially
designated as a liaison to the MCACADA. The member(s) will make periodic
reports to the MCACADA concerning local treatment issues and other
items of concern to the PAC.
C. County Alliance Steering Subcommittee (CASS).
(1)
The MCACADA shall establish or designate a County Alliance Steering
Subcommittee in compliance with regulations adopted by the Governor's
Council on Alcohol and Drug Abuse. The members of the subcommittee
shall include, but not be limited to, private citizens and representatives
of the MCACADA, the Human Services Advisory Council, the County Superintendent
of Schools, the Mercer Council on Alcoholism and Drug Addiction, County
Prosecutor's Office, Family Part of the Courts, Youth Services Commission,
County Health Agency, County Health Agency, County Mental Health Agency,
local businesses, County affiliate of the New Jersey Education Association
and other appropriate organizations. The functions of the County Alliance
Subcommittee shall include: development of an annual Mercer County
Alliance Plan for expenditure of funds supplied by the state for municipal
alliances, and submission of this plan to the MCACADA for review and
approval. Identification of a network of community leadership for
expansion, replication and development of successful community programs
throughout the County; and coordination of prevention, education and
advocacy, and intervention programs among and within municipalities
to assure cost-effectiveness and avoid fragmentation and duplication.
(2)
The Chairperson of the CASS shall be a member of the MCACADA
appointed by the Chairperson of the MCACADA. The Chairperson of the
CASS will report monthly to the MCACADA regarding alliance activities.
The CASS shall elect from its members at its November meeting a Vice
Chairperson. The Vice Chairperson shall perform the duties of the
Chairperson in his/her absence. Should the office of the Chairperson
become vacant, the Vice Chairperson shall succeed to the office of
the Chairperson until the appointment of a successor. The Vice Chairperson
shall perform such other duties as may be assigned by the Chairperson.
A. The MCACADA shall meet at a minimum of 10 times per year.
B. A quorum of the MCACADA shall consist of a majority of its current
members.
C. Special meetings of the Committee may be convened by the chairperson,
provided one week's notice is given to all members.
D. All meetings of the MCACADA shall be open to the public. Notices
of the meetings will be sent to the Trentonian and the Trenton Times
and will be posted in the lobbies of the Mercer County Administration
Building and the Courthouse.
E. All official actions of the MCACADA shall be in the form of motion,
duly seconded and carried by the majority of the MCACADA members present.
F. Meetings shall follow generally accepted rules of order for deliberative
bodies of similar nature and recognized rules of order such as "Roberts."
