A. The Department shall be headed by a Director, who shall be chosen
solely on the basis of executive and administrative qualifications,
with special reference to actual experience in or knowledge of accepted
practice in respect to the duties of the office as hereinafter set
forth.
B. The Director may also be City Engineer without added compensation.
The Department shall perform all appropriate functions associated
with:
A. Maintenance of city buildings, parks, playgrounds, centers, pools,
grounds and operation of facilities.
B. Preparation of plans and specifications for public improvements and
supervision of contracts.
C. Installation, repair and maintenance of traffic signals, parking
meters and traffic signs.
D. Maintenance of streets, roads, bridges and storm drains.
E. Construction and reconstruction of roads, streets, buildings and
other structures.
F. Maintenance of automotive vehicles.
G. Collection and disposal of garbage and trash and such other duties
that may be assigned.
H. Operation and maintenance of sanitary sewers and treatment facilities.
I. Operation and maintenance of water supply, treatment and distribution
facilities.
J. Provision of engineering services to city agencies.
The Department shall be organized pursuant to a plan as provided in Article
IV, §
4-23.
