A. 
There shall be created and established the position of the Director of the Division of Housing in the City of Orange Township, who, under direction:
(1) 
Implements, manages and supervises all housing programs administered by the city.
(2) 
Establishes procedures to ensure an efficient operation of these programs.
(3) 
Coordinates with other providers of housing service.
(4) 
Supervises the activities of the Office of Relocation.
(5) 
Manages properties acquired through in rem foreclosures from point of foreclosure until transfer of title.
(6) 
Prepares and administers budgets and maintains records for the orderly and proper management of the above-referenced duties.
(7) 
Monitors the progress of regional contribution agreements as they are entered into by the City of Orange Township.
(8) 
Supervises the activities of the Office of Rent Leveling.
B. 
The Director of the Division of Housing shall be appointed by the Department Director pursuant to the Code of the City of Orange Township.
The minimum qualifications of the person appointed Director of the Division of Housing pursuant to this Article shall be as follows:
A. 
Ability to read, write, speak and understand English sufficiently to perform the duties of this position.
B. 
A bachelor's degree from an accredited college or university. Actual experience may be substituted on a year-to-year basis.
C. 
Five (5) years of increasingly responsible involvement in the delivery of housing services to urban populations, two (2) years of which shall be in a supervisory capacity.
D. 
Thorough and demonstrated knowledge of housing programs, property management and structural rehabilitation methods and techniques.
E. 
Good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.
