It shall be unlawful for any person to store, leave, or place any vessel or other structure at any place on the waterfront of the City between the line of low tide and of ordinary high tide or upon any street or public place in the City without first obtaining a permit so to do. The Council may grant a permit allowing the placing or leaving of a vessel for a period not exceeding two weeks for the purpose of repairing, painting, or doing work on the same upon any public place or street along the waterfront of the City. The application for such permit shall be in writing and shall be filed with the City Clerk at least two days before the meeting of the Council at which such application shall be considered. Such application shall state the object or purpose for which the permit is requested and shall contain a statement on the part of the applicant to the effect that he will remove the vessel for which the permit is requested immediately upon the expiration of the period for which such permit is granted and that he will observe all the provisions of this chapter relating to such permit.

The Council may grant or refuse such application in its discretion and may prescribe such terms and conditions in addition to those provided for in this chapter as the Council may deem advisable in order to protect the interests of the public. Such permit, when granted, shall specify the exact location to be used by the applicant and the date of the expiration of the permit.

It shall be unlawful for the holder of any such permit to sell, furnish, or distribute any goods, wares, or merchandise of any kind from such vessel while the same is placed upon the waterfront pursuant to such permit, or to make any use of such permit other than for the purposes for which the same is granted, or to leave any rubbish or debris of any kind upon or adjacent to the place occupied by such vessel.

All vessels shall keep their speed wakeless or under five knots, whichever is less, within the limits of the waters of the City.

All generators shall be secured and shall not be operated between the hours of 10:00 p.m. and 7:00 a.m. The foregoing restrictions shall not apply in cases of medical emergency.
