Any poultry, fowl and/or animals of any kind, if kept, shall be confined to proper enclosures or secured so as not to be allowed to run at large, thereby causing a health or public safety hazard, property damage or public nuisance, provided that no farm or grazing animal may be kept within the Borough.
A. 
All coops, pens, enclosures, runways, etc., must be maintained in an entirely sanitary condition as determined by the Health Officer, and at no time shall they be allowed to cause an odor offensive to smell.
B. 
Coops shall be kept free from all decaying organic matter and shall be kept free from all vermin.
C. 
Coops should be equipped with removable drop boards or be so constructed that droppings may be easily scraped from stationary boards, etc.
D. 
Coops and pens should be whitewashed and otherwise treated, and poultry or animal yards should be spaded or plowed at least twice a year.
All enclosures for animals and coops for poultry, other than crates in bona fide poultry stores, must be located at least 50 feet from any inhabited building or street line.
Live poultry or fowl shall not be handled, offered for sale or sold in any cellar or in any room which is dark, damp, poorly ventilated or not sanitary, nor shall they be stored or kept in storerooms where other foodstuffs are exposed for sale.
Live poultry or fowl shall not be displayed for sale on any street, sidewalk or on any premises so as to cause a public nuisance, nor shall any empty returnable or other poultry crates be likewise stored.
The Health Officer, if he deems it necessary, may order relocation, alteration or elimination of any chicken coop, pigeon or other fowl or poultry house, runway, stable, doghouse or animal pen in ordering compliance with this article or for violation thereof.

Any person violating any of the provisions of this article shall be punishable, upon conviction thereof, by a fine of not less than $50 nor more than $1,000, and costs of prosecution, for each offense or, upon default in payment of the fine and costs, by imprisonment in the county jail for not more than 30 days.
