There is hereby adopted by the Village and incorporated herein by reference the national electrical code, 1987 edition, as published by the National Fire Protection Association, and said revised code shall supersede all other previous editions. The provisions of said code shall govern all matters therein; provided, that the provisions of said code shall be amended to provide as follows: a) entrance cable shall not be used for outside service, rather, rigid steel or rigid aluminum pipe shall be used; b) split-bus fuse panels are not permitted, rather, panels must provide a minimum of 100 amp main disconnect; c) indoor wiring on new construction must be encased in thin wall pipe, BX wiring shall not be permitted; d) the service disconnecting means shall be installed at a readily accessible location outside of a building or structure by means of a meter disconnect in a single enclosure.
Any person violating the provisions of this Code shall, upon conviction, be subject to a fine not exceeding $1,000 or imprisonment not exceeding six months, or both.
There is hereby adopted each and every revision of said code hereinafter made, when adopted by the National Fire Protection Association, and said revised code shall supersede all other previous editions, supplements and printings in conflict therewith. The provisions of such codes shall govern all matters covered therein to the extent that the same are not in conflict with any provisions of this Village code or other ordinances of the Village.

There is hereby created the electrical inspection department, an administrative department of the Village. The function of this department shall be to regulate the construction, installation, alteration, repair, inspection and use of all electrical equipment within the Village. Such electrical inspection department shall consist of the chief electrical inspector of the Village and such other employees as may be provided from time to time by the President and Board of Trustees. Such electrical inspection department shall be charged with the duty of enforcing the provisions of rules and regulations relating to the construction, installation, alteration, repair, inspection and use of electrical equipment, as provided by ordinance, and shall function under the immediate supervision and control of the chief electrical inspector.

There is hereby created the office of chief electrical inspector, an administrative office of the Village. The chief electrical inspector shall be the head of the electrical inspection department, and shall be appointed by the Village Manager.

The chief electrical inspector shall have the right, during reasonable hours, to enter any building in the discharge of his official duties, or for the purpose of making any inspection or test of the installation or alteration of electrical equipment contained therein, and shall have the authority to cause the turning off of all electrical current and to cut or disconnect, in cases of emergency, any wire where such electrical current is reasonably dangerous to life or property or may interfere with the work of the fire department. The chief electrical inspector may appoint and remove, with the approval of the Village Manager, such other officers and employees as are necessary to the efficient operation of this department.
The chief electrical inspector or his assistants shall make all inspections necessary to ensure compliance with the ordinances of the Village. These inspections shall be made at reasonable times, and the inspector shall make reasonable rules and regulations governing the time for inspections. It shall be unlawful to cover up any electrical installation before it has been inspected by the electrical inspection department.

There is hereby created an electrical commission which shall consist of five members, as follows: the chief electrical inspector, who shall also act as ex officio chairman of such commission, the fire marshal, an electrical contractor, a journeyman electrician and a representative of the water and electric department of the Village. The three members last named shall be appointed for one year by the President, with the approval of the Trustees, and until their successors are appointed. The chief electrical inspector shall serve on such commission without additional compensation therefor.

The electrical commission shall recommend safe and practical standards and specifications for the installation, alteration and use of electrical equipment designed to meet the necessities and conditions that prevail in the Village. The commission shall also recommend reasonable rules and regulations governing the issuance of permits by the electrical inspection department, and shall recommend reasonable fees to be paid for the inspection by such inspection department of all electrical equipment installed or altered within the Village; provided, that such standards and specifications, such rules and regulations and such fees, shall not become effective until adopted by ordinance by the President and Board of Trustees.

All electrical work shall be performed by a licensed electrical contractor, except that a single-family residential homeowner may apply for a permit for electrical work to be performed on their home, and shall be required to provide proof of qualifications to the electrical inspector or the director of code administration. No electrical permit shall be issued to such single-family residential homeowner unless such proof of qualifications has been approved by the electrical inspector or the director of code administration.
