A "fence" is hereby defined as a structure forming a barrier, which is not otherwise a part of any building or structure which may be lawfully erected.

Every fence shall be designed to resist a horizontal wind pressure of not less than twice that required for a building. No fence or part thereof shall be erected between the front of the lot and the front of any main building erected thereon; provided, that, if the side of the lot on which the main building is erected is contiguous to a commercial alley, then a fence not exceeding three feet in height may be erected along the edge of the lot contiguous to the commercial alley. In the event that a corner lot having an irregular shape so that the lot's side yard represents not less than 60% of the total area of the side yard and rear yard combined, a fence not exceeding three feet in height may be erected along the lot line of such side yard from the front of the main building thereon to the front of the lot line, and along the front lot line to a point even with the side of the building nearest the side lot line and then at a 90° angle to the nearest corner of the building.

Every fence in violation of the provisions of Section 16-2 of this chapter; except, as specifically herein provided, should be deemed a violation fence and forthwith removed so as to conform to the provisions of this section.
Provided, however, that every fence erected and in place on the effective date of this section, which does not conform herewith, should be deemed a nonconformity; all nonconforming fences should be removed, altered, remodeled or reconverted to conform to the provisions of this section not more than three years after the effective date hereof.

It shall be unlawful for any person to erect or construct any fence within the Village limits without first obtaining a permit from the building department. In no event shall such permit be issued for the erection of a fence over six feet in height.

No person shall build, construct, use or maintain any fence or barrier consisting or made of what is called "barbed wire," or of which barbed wire is a part, within the Village along the line of, or in, or upon, or along, any public way; or through, along, or around, any public park; or in and about or along any land or lots or parks owned or controlled by the Village.

Wherever in the Village, in, along or through any public way or park, barbed wire is found in use in part or in whole for a fence or barrier, the same shall forthwith be removed by the building commissioner.

Any person violating or resisting or opposing the enforcement of any of the provisions of this chapter shall be punished as provided in Section 13-3 of this Code. Every day such violation shall continue shall constitute a separate and distinct offense, and any builder or contractor who shall construct any fence in violation of this chapter and any architect who shall design, draw plans or have supervision of such building, or who shall permit it to be constructed, shall be liable for the penalties provided by this section.
