There is hereby created a commission to be known as "The Youth Commission" consisting of nine members together with such advisory members as shall be deemed necessary and designated by the commission. The members of the commission shall be appointed by the President, by and with the advice and consent of the beard of Trustees. The President shall designate one of the members to act as chairman, and the members shall designate the officers of the commission. The members shall serve without compensation, but may be reimbursed for any personal expense incurred in the performance of their duties. Each member shall serve a term of three years, beginning on May 1 and ending on April 30.

The commission shah perform and exercise the following functions and powers:
(a) 
Cooperate with the President, Board of Trustees, and other Village departments, agencies and officials in carrying out a comprehensive program of youth welfare and activities, and may join with other public and voluntary agencies engaged in providing services and facilities to the youth of Elmwood Park;
(b) 
Recommend such legislation as it may deem appropriate to effectively carry out the policy of the commission;
(c) 
Invite, enlist and encourage the cooperation of all voluntary agencies, racial, religious and ethnic groups, community organizations, labor and business organizations, fraternal and benevolent societies, veterans' organizations, professional and technical organizations, and other groups in the Village, in carrying out its work;
(d) 
Cooperate with state and federal agencies when it deems such action appropriate in effectuating the policy of the commission;
(e) 
Conduct public hearings, carry on research, or otherwise obtain factual data, issue such publications and make such recommendations as in its judgment will effectuate the policy of the commission;
(f) 
The commission shall render an annual report of its activities to the President and Board of Trustees.
The services of all Village departments and agencies shall be made available to the commission on request.
