PRIMARY TRUNKLINES
A telephone line leading directly to the communications center
of the police department that is for use only to report emergency
messages and signals on a person to person basis.
SECONDARY TRUNKLINE
A telephone line leading into the central switchboard in
the police department that is identified by a specific listing among
the emergency numbers in the telephone directory for handling administrative
and other calls on a person to person basis.
SPECIAL TRUNKLINE
A telephone line exclusively for the use of this type signaling
system; the telephone number of same to be supplied by the chief of
the department.

No automatic protection device installed by any person on premises
of any kind in the Village of Elmwood Park shall be keyed either to
a primary or secondary trunkline.
Intrusion or burglar alarms and fire alarms shall be keyed to
a special trunkline designated by the Village Manager.

Within 60 days after the effective date hereof, all automatic
protection devices in the Village that were keyed on that date to
a primary or secondary trunkline shall be disconnected therefrom.
The owner or lessee of any such device shall be responsible for the
disconnection of it.

The content of the type of recorded message to be transmitted
by such device must be intelligible and in a format approved by the
chief of the department concerned as appropriate for the nature of
the alarm.

The length of time for transmitting the recorded message must
not exceed 15 seconds.

The sensory mechanism used in connection with such devices must
be adjusted to suppress false indications of fire or intrusion, so
that the devices will not be actuated by impulses due to transient
pressure changes in water pipes, short flashes of light, wind noises
such as the rattling or vibrating of doors or windows, vehicular noise
adjacent to the installation or other forces unrelated to genuine
alarms.

All components comprising such a device must be maintained by
the owner or lessee in good repair to assure reliability of operation.

No such device shall be installed after the effective date hereof
without first being inspected by a member of the police department.
Thereafter, in emergency situations, a member of the police department
may enter the premises on reasonable notice and at reasonable times
without the consent of the owner to inspect said device.

No person shall conduct any test or demonstration of an automatic
protection device or a signaling device designed to make direct connection
with police department communications and alarm center without first
obtaining permission from the chief of the police department. The
use of all automatic dialing devices not in accordance with this chapter
is unlawful and such use shall be terminated.

A fee of $100 for each false fire, burglary and intrusion alarm
transmitted to the Village in excess of three alarms in each calendar
month for the said premises. If the owner fails to pay the fee, within
10 days of demand therefor, then the alarm system, if any, transmitting
such false alarm, shall be disconnected. Every owner connecting an
automatic dialing system or other alarm device with the Village, shall,
by virtue of such connection, be bound by the fee provisions hereof
and shall thereby consent to disconnection for nonpayment without
recourse or liability to the Village.
