There is hereby created a Plan, Zoning and Development Commission
for the Village, by virtue of the authority of divisions 12 and 13
of Article 11 of the Illinois Municipal Code and pursuant to the home
rule powers of the Village.
The Plan, Zoning and Development Commission shall consist of
seven members, who shall be appointed by the Village President, with
the advice and consent of the Board of Trustees. The Village President
shall appoint, with the advice and consent of the Board of Trustees,
one member to serve as Chairman. The Chairman shall serve for a period
of one year and may be reappointed to successive terms. Members of
the commission shall elect a Vice Chairman and Secretary.
The seven members shall be appointed to staggered terms. For
the initial appointments to the commission, two members shall be appointed
to a term expiring April 30, 2019, two members shall be appointed
to a term expiring April 30, 2020, and three one members shall be
appointed to a term expiring April 30, 2021. Their successors shall
be appointed for three year terms. All appointments, except the initial
appointments, shall begin on May 1 and end on April 30. Members shall
serve until their successors are appointed and qualified. The Village
President shall have the power to remove any appointed member for
cause and after public hearing. In case of any vacancy, the Village
President, with the advice and consent of the Board of Trustees, shall
appoint a successor to serve for the unexpired term of the person
whose office was vacated.
The President of the Village shall be an ex officio, non- voting
member of the Plan, Zoning and Development Commission. In addition,
the Village President may appoint, with the advice and consent of
the Board of Trustees, additional non- voting members, including persons
who are employed or who do business in some capacity in the Village.

The Plan, Zoning and Development Commission shall have the following
powers and duties:
(a) To recommend changes, from time to time, in the official comprehensive
plan of the Village;
(b) To recommend the boundaries of zoning districts and appropriate zoning
regulations to be enforced therein;
(c) To hear and decide appeals from and review any order, requirement,
decision, or determination made by an administrative official charged
with the enforcement of any zoning ordinance;
(d) To conduct public hearings and make recommendations regarding zoning
ordinances, variations, special uses, text amendments and map amendments;
(e) The preparation and presentation to the President and the Board of
Trustees of the Village, from time to time, of recommendations regarding
the development of business and commercial districts within the Village;
(f) The review of the facade improvement program conceptual drawings
and the presentation to the Village President and Board of Trustees
of recommendations regarding such conceptual drawings;
(g) To hear and decide all matters referred to it upon which it is required
to pass, as directed by the Village President and Board of Trustees
and such other powers and duties as may be assigned from time to time
by the Village President and Board of Trustees.

The members of the Plan, Zoning and Development Commission shall
serve without compensation.

The Plan, Zoning and Development Commission shall, from time
to time, adopt such rules, bylaws and regulations governing its organizational
procedures as it may deem proper, for the conduct of its work and
which are consistent with the ordinances of this Village and State
Statutes. The commission shall keep written records of its proceedings
which, upon approval by the commission, shall be forwarded to the
Village Clerk, with a copy to the Village Manager for distribution
to the Village President and Board of Trustees. Such minutes and other
written records of the commission shall be placed on file in the Office
of the Village Clerk, where the same shall be available for public
inspection.
The Plan, Zoning and Development Commission shall hold regular
meetings each month on dates to be determined by the commission. Special
meetings may be called at any time by the Chairman or by three members,
upon 48 hours' notice to the members of the commission. Four
voting members of the commission shall constitute a quorum. No required
public hearing shall be conducted without a quorum of the commission
being present. All meetings of the commission shall be open to the
public. The Chairman, or in his or her absence, the Vice Chairman,
may administer oaths and compel the attendance of witnesses. Any absent
member who certifies that he or she has read the transcript of the
proceedings before the commission may vote upon any question before
the commission.
