As used in this article, the following terms shall have the meanings indicated:
VEHICLE
Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power.
No person shall drive, lead or back any vehicle on or along any sidewalk in any public place except for the purpose of necessarily crossing the same; provided, however, that the provisions of this article shall not apply while the vehicle is being used for purposes of snow or ice removal or for the repair of the walk.
Any person convicted of a violation of this article shall be punished by a fine of not more than $50.
