It shall be unlawful for any person to place any billboards,
signs or any other kind of advertising matter in front or along the
side of any building next to the sidewalk in said Borough unless the
same are securely fastened so that they cannot blow over upon said
sidewalk.
All persons violating any of the provisions of this article,
on due proof thereof, before the Mayor or Magisterial District Judge
of said Borough, shall be fined not less than $2 nor more than $5
and costs for each offense, the same to be collected by law as other
debts are now collectible.
