The Borough of Clearfield hereby signifies its intention and desire to organize an Authority under the provisions of the "Municipality Authorities Act of 1945."[1]

The President of the Borough Council and the Secretary are hereby authorized and directed to execute, on behalf of the Borough of Clearfield, Articles of Incorporation for said Authority in substantially the following form:
Articles of Incorporation
To the Secretary of the Commonwealth, Commonwealth of Pennsylvania:
In compliance with the requirements of the Municipality Authorities Act of 1945, the Borough of Clearfield, Clearfield County, Pennsylvania, desiring to incorporate an Authority thereunder, does hereby certify:
A.
That the name of the Authority is the "Clearfield Borough Park Authority."
B.
That said Authority is formed under the provisions of the Acts known as the Municipality Authorities Act of 1945.
C.
That a prior Authority known as the "Municipal Authority of the Borough of Clearfield, County of Clearfield, Pennsylvania" has been organized by the Borough of Clearfield on August 3, 1945, under the provisions of said Municipality Authorities Act of 1945 and is still in existence.
D.
The name of the incorporating municipality is the Borough of Clearfield, Clearfield County, Pennsylvania, and the names and addresses of the municipal authorities are as follows:
Burgess, D. L. Mohney, 208 South Fourth Street, Clearfield, Pennsylvania.
President of Council, Chester A. Anstadt, 117 Cherry Street, Clearfield, Pennsylvania.

The proper officers of the Borough are hereby directed to cause a notice of this ordinance to be published one time in a newspaper published and of a general circulation in the County of Clearfield as directed by said Municipality Authorities Act of 1945.[1]

The President of Council and Secretary are directed to file said Articles of Incorporation, together with the necessary proof of publication, with the Secretary of the Commonwealth and to do all other acts and things necessary or appropriate to effect the incorporation of the Clearfield Borough Park Authority.
The project to be undertaken by the said Authority is to acquire, maintain, improve and operate the property situated in the Borough of Clearfield and Township of Lawrence known as the Clearfield Driving Park, including the part known as the oval, situated in front of the grandstand, and also including the grandstand, buildings and any and all other structures erected thereon or appurtenant thereto and any other property or buildings deemed necessary, advisable or expedient to further the best functioning of the said Authority.
All other ordinances and parts of ordinances, resolutions and parts of resolutions inconsistent herewith are hereby repealed.
