[HISTORY: Adopted by the Borough Council of the Borough of Clearfield 2-16-1989 by Ord. No. 1154 (Ch. 20 of the 1966 Code). Amendments noted where applicable.]
There is hereby established a Clearfield Borough Fee Schedule which shall hereafter be the official schedule of all fees charged by the Borough of Clearfield.
No fee shall hereafter be charged or effective in the Borough of Clearfield until such fee shall have been placed on the Clearfield Borough Fee Schedule.
The following fees are hereby established as set forth on Clearfield Borough Fee Schedule attached hereto and incorporated herein by reference and made a part hereof:

A. 
Inspection fees.

(1) 
All required residential construction/zoning land use/demolition inspection fees to be set at $25 per inspection, pass or fail; each required inspection shall be entitled to one reinspection without charge.
(2) 
Additional inspection fee of $25 will be required if the reinspection fails for the second time for the same required inspection.
(3) 
Administrative fee: 10% third-party inspection processing. Any inspection that may be required from a third-party inspection service will be the applicant's responsibility to pay directly to that service the applicable rate and provide to the Code Department a copy of any third-party report before proceeding with the project, or when requested.
B. 
Permit fees.
(1) 
Building permits.

(a) 
Residential building or zoning/land use permit.

Under $199: no fee.

$200 to $499: $15.
[3] 
Over $500: $40.
[4] 
Permits over $500 plus 0.002 mil to base fee of $40 ($8,000 cost equals $8,000 times 0.002 equals $16) plus $40 equals $56.
(b) 
Commercial building or zoning/land use permit fee: All fees to be regulated the same as and set the same as residential construction/land use or demolition fees.
(c) 
Administration fee: Inspections to be governed by a third party inspection service, an administrative fee of 10% will be applied when applicable, and that fee is to be paid when application for construction is approved.
(d) 
For all required third-party inspection service inspections, it will be the applicant's responsibility to pay directly to the third-party inspection service any and all applicable fees, and provide to the Code Department a copy of any required inspection; an approved inspection report must be received by the Code Department before proceeding with the next phase of construction.
(2) 
Demolition permits:

$25 plus (0.0056 times actual assessed value) e.g., ($15,500 times 0.0056 equals $86.80) plus $25 equals $111.80, plus inspections.
(b) 
Required minimum of three inspections.

Compliancy for public safety hazards, dust control, and municipal code regulations.

Reclamation of grades and surfaces, when applicable.

Testimony beyond 10 pages: cost. The applicant to be responsible for any stenography activity that may be required by the applicant and provide to the Zoning Hearing Board one copy of transcript. Stenographer fees to be paid at the time of application and any or all of unused portion to be refunded after receipt of transcript.

Construction Board of Appeals hearing fees. Hearing fee is to be set at the same rate of Zoning Hearing Board fee of $175.

Revisions in the fee schedules adopted pursuant to Clearfield Borough Code, Chapter 265, § 265-3, may be made from time to time by way of resolution passed by Clearfield Borough Council by majority vote.
All parts of ordinances fixing fees inconsistent herewith are hereby repealed to the extent of such inconsistency only.
