A. 
Each mobile home park, whether proposed for lease of space or as a subdivision that is hereafter created, enlarged or extended within the Borough, shall comply with the standards of this section governing the regulation of the land development and/or subdivision for mobile home parks.
B. 
The procedures within Articles III and V of this chapter shall apply to each application to create, enlarge or extend a mobile home park, including § 210-12, Preapplication conference; fee, and its requirements, which are a mandatory application procedure and a filing fee is required.
(1) 
The Borough may approve or disapprove the proposed master plan of development and any or all of the alternative plans applicable to the master plan and may attach necessary conditions and/or restrictions.
(2) 
The applicant shall have obtained Borough approval of the master plan and shall have agreed to all conditions and/or restrictions prior to proceeding with the preliminary plan application.
C. 
Site planning and development standards and requirements. The standards and requirements within Article IV of this chapter shall apply to each application to create, enlarge or extend a mobile home park subdivision and/or land development in addition to the following requirements:
(1) 
The applicant shall be the landowner or have written authorization to act on behalf of the landowner for the entire site proposed under the master plan.
(2) 
The minimum site size shall be three acres.
(3) 
The minimum frontage abutting on a public street shall be 45 feet.
(4) 
The total building coverage shall not exceed 30% of the total site area.
(5) 
Each mobile home stand shall have a minimum area of 4,500 square feet; however, no mobile home stand shall have dimensions less than 40 feet on the narrow dimension nor 80 feet on the long dimension. Each mobile home stand shall be adequate in size for the mobile home that is intended to use the space.
(6) 
No less than 8% of the total site area shall be set aside for common open space and not less than 50% of the identified common open space shall be developed as a distinct and usable active recreation area.
(7) 
No structure shall exceed a height of 35 feet.
(8) 
Ancillary/accessory uses shall be located a minimum of 25 feet from all exterior property and right-of-way lines.
(9) 
Each mobile home stand shall be separated by a minimum distance of 10 feet from any other mobile home stand as well as a minimum distance of 10 feet from the adjoining pavement of a sidewalk, street, common parking area and other common areas.
(10) 
A visual screen along the side and rear property boundary is required to screen the mobile home park from the adjacent uses.
(11) 
Each mobile home stand shall have a structurally sound foundation and a system of anchors and tie downs to ensure the stability of the mobile home. The design of the foundation and anchor/tie-down system shall be prepared by a Pennsylvania registered engineer and approved by the Borough prior to final plan approval.
(12) 
All mobile home foundations that are exposed above ground level shall be enclosed by a foundation skirting that completely encloses the foundation yet provides adequate ventilation for the foundation. The skirting system shall be permanently attached and rodentproof. Scrap materials may not be used as a foundation skirting. Development controls shall require this foundation skirting.
(13) 
Each mobile home stand shall have a year-round, hard-surface, paved patio area. Said patio shall be a minimum of eight feet by 15 feet.
(14) 
Each mobile home stand shall have a year-round, hard-surface and paved entrance walk from the stand to the nearest interior walk, sidewalk, parking area or street. The entrance walk shall be a minimum of two feet wide.
(15) 
Public, Borough-owned, water and sanitary sewer systems shall be utilized within the mobile home park.
(16) 
Off-street parking shall be as required within the Borough Zoning Ordinance[1] and designed in accordance with the requirements of § 210-27 of this chapter.

(17) 
Pavement widths for the driveways, access drives and private streets shall be as required in the following listing:
(a) 
Driveways, access drives and streets with on-street parking on both sides: thirty-six-foot minimum right-of-way and year-round, hard-surface pavement for a thirty-six-foot minimum cartway.
(b) 
Driveways, access drives and streets with parking on one side: thirty-three-foot minimum right-of-way and year-round, hard-surface pavement for a twenty-eight-foot minimum cartway.
(c) 
Driveways, access drives and one-way streets, all without on-street parking serving a maximum of 20 mobile homes: twenty-foot minimum right-of-way and cartway. Cartway shall be hard-surface, year-round pavement.
(18) 
For driveways, access drives and private streets, a Borough-approved covenant assuring proper maintenance shall be provided.
(19) 
Paving requirements and right-of-way and cartway widths shall be as specified in § 210-22 of this chapter for any proposed public streets.
(20) 
Signs used within the mobile home park for information, restriction of use, directional and other permitted noncommercial sign usage shall be uniform and the design approved by the Borough prior to final approval of the plan.
(21) 
The proposed ownership/management plan of the mobile home park, including covenants to control development as per the approved plan, control of maintenance and control of accessory and ancillary uses, shall be approved by the Borough prior to final plan application approval.
