The Borough Council may, by resolution, establish from time to time a fee schedule to cover the costs and expenses in the study and approval of subdivision and land development plans, inspection of construction operations and plat recording and for the procedure necessary to accept public improvements. It is the intent of this fee schedule that the applicant pay all costs, charges and expenses attributed to the receipt, review, inspection, approval and recording of a subdivision or land development.

Certificates, owner's adoption and affidavits as required by the Borough Council shall be inscribed on the plat and shall be properly signed and attested when the plat is submitted for review. The certificates, affidavits and approvals shall be prepared in the form as required by the Borough and as outlined in Appendix A to this chapter.[1]

Any person, partnership or corporation who or which being the owner or agent of the owner of any lot, tract or parcel of land who or which had violated the provisions of this chapter shall, upon being found liable therefor in a civil enforcement proceeding commenced by the Borough, pay a judgment of not more than $500 plus all court costs, including reasonable attorney fees incurred by the Borough as a result thereof. If the defendant neither pays nor timely appeals the judgment, the Borough may enforce the judgment pursuant to the applicable rules of civil procedure. Each day that a violation continues shall constitute a separate violation, except as provided in 53 P.S. § 10515.3(a).
