The Town institutes a charge to out-of-Town residents for use
of Town-financed facilities or activities and directs that these moneys
be put into an account to offset items in the recreation budget and
for the later award of grants by the Recreation Commission to people
whose finances would otherwise not allow them to use said facilities
or participate in said activities.
