The following regulations and specifications are established
as a prerequisite to participation:
A. Any individual or tow operator seeking to be part of the tow list
shall first complete the wrecker service application and sign an affidavit
which shall be submitted to the Chief of Police.
B. A list of all approved tow operators shall be maintained by the Raymond
Police Department. Whenever there is a need for a vehicle to be towed,
the responding officer shall inquire as to the operator's preference
for a tow operator and accede to the request; otherwise, the officer
shall request the dispatch center personnel to call the next available
tow operator on the call list to respond.
C. Towing companies desiring to participate on the wrecker call list
must have an approved business location within the Town of Raymond.
Requests by the police to clean debris off the roadways at accident
scenes, to include glass, metal, tires/rims and other related vehicle
parts, shall be honored. A towing company may refuse to clean material
from the roadway which the wrecker operator believes to be hazardous
chemicals or waste or any other material which he reasonably believes
to be health-threatening.
The Chief of Police shall have the authority to suspend the
use of the wrecker call list in times of emergency. Determination
of an existing emergency will be at the discretion of the Chief of
Police or the patrol supervisor on duty in circumstances where the
protection of life and/or property requires that the wrecker call
list be suspended.
No tow operator shall solicit towing services at any accident
and/or incident scene. Any operation engaging in soliciting towing
services may be suspended as determined by the Chief of Police.
Normal motor vehicle liability insurance coverage of at least
$250,000 shall be maintained by the towing company. Proof of insurance
must be filed annually with the Chief of Police.
Minimum towing specifications shall be as follows:
A. Available 24 hours per day.
B. Timely response when called, to be determined by the officer on duty.
D. Available during regular business hours for customers to pick up
vehicles or to take belongings from their vehicles.
E. Inside storage area that is secure at all times.
F. Outside impound area that is secure at all times.
G. Availability on storage/impound area 24 hours per day as needed.
H. One-ton wheel lift truck.
J. Tow truck drivers have satisfactory driving record, and a list shall
be supplied to Chief of Police within 24 hours of hiring a new driver.
K. Familiar with and willing to agree to abide by NH RSA 262:31 through
262:40-c, inclusive, copy attached.
L. Agree to comply with all notifications required by the NH Division
of Motor Vehicles Bureau of Title and Anti Theft Bureau.
M. Equipment and operators of such kind, conditions and ability to render
appropriate services.
N. The Town of Raymond will not be financially responsible for tow,
service or storage costs unless specifically agreed to in advance.
O. Company personnel agree to allow background checks, including criminal,
motor vehicle, Better Business Bureau, Attorney General's Consumer
Protection Division and Department of Safety Highway Enforcement.
