The City of Hayward hereby elects pursuant to the provisions of Paragraph (b), of Subsection (3) of § 62.09, Wis. Stats., that the method of selection of the Assessor shall be as hereinafter provided in this article.
The Assessor shall be appointed by the Mayor as provided in § 55-3 of this article, subject to confirmation by a majority vote of all of the members of the Common Council, and the Assessor shall hold office for an indefinite term subject to termination at any time as provided in Paragraph (c) of Subsection (1) of § 17.12, Wis. Stats.
Prior to any appointment of Assessor, all candidates for the office shall be examined by a committee of three, to consist of two Aldermen to be selected by the Common Council and a representative of the Supervisor of Assessments of the State Tax Commission. Each candidate shall file an application with the City Clerk/Treasurer stating his education, experience and qualifications.
The incumbent Assessor at the time this article takes effect shall continue in office for the balance of his term, and he shall then be eligible for appointment under this article on the same basis as other applicants.
This is a Charter Ordinance and shall take effect 60 days after its passage and publication, unless within such 60 days after its passage and publication a referendum petition as provided by § 66.0101, Wis. Stats., shall be filed, in which event, this article shall not take effect until it shall have been submitted to a referendum of the electors and approved by a majority of the electors voting thereon.

Pursuant to § 62.09(3)(c), Wis. Stats., the offices of City Clerk and City Treasurer shall be consolidated and combined and such office shall be known as City Clerk/Treasurer.
Pursuant to § 62.09(3)(b), Wis. Stats., said City Clerk/City Treasurer shall be appointed by the Mayor subject to confirmation by the Council with the first appointment under this article to become effective at the termination of the present elective term for the City Clerk/City Treasurer or at a point in time when said City Clerk/City Treasurer resigns, whichever occurs first.
The duties of the City Clerk/City Treasurer, in addition to the regular duties of said offices, shall include acting as superintendent of the Hayward Municipal Public Utility Water and Sewage Department and director of Greenwood Cemetery.
The salary for the appointed position of City Clerk/City Treasurer as created by this article shall be set by the Common Council of the City of Hayward and, in its discretion, may be raised or lowered from time to time at any annual budget hearing meeting subsequently held by the City of Hayward.
This is a Charter Ordinance enacted pursuant to § 66.0101, Wis. Stats., and shall take effect 60 days after its passage and publication, unless within said sixty-day period, a referendum petition as provided by § 66.0101, Wis. Stats., shall be filed, in which event this article shall not take effect until it shall have been submitted to a referendum and approved by the majority of the electors voting thereon.
