Due to numerous complaints and in the interest of the public welfare and safety, skateboarding, roller-blading, bicycling and riding of scooters are prohibited on sidewalks in the following areas:
A. 
Those portions of Dakota Avenue, Main and Kansas Avenue which lie between the northerly sidewalk of Railroad Street and the northerly sidewalk of Fifth Street.
B. 
Those portions of Fifth Street, Fourth Street, Third Street, Second Street and First Street which lie between the westerly sidewalk of Dakota Avenue and the easterly sidewalk of Kansas Avenue.
C. 
Those areas of private property which are properly signed, prohibiting skateboarding, roller-blading, bicycling and riding of scooters.
A. 
Violation of this chapter shall result in a fine as follows:
(1) 
First alleged offense: $10 plus applicable court costs.
(2) 
Second alleged offense within one year: $20 plus applicable court costs.
(3) 
Third alleged and any subsequent offense, within one year: $50 plus applicable court costs.
B. 
Any and all changes in the forfeiture and/or bond for this chapter shall be set by resolution, adopted by a majority vote of the Common Council of the City of Hayward.
