Upon the recommendation of the full Common Council, the Chief of Police, and/or the City Public Works Director, it is hereby allowed to restrict parking on any street or highway within the City of Hayward due to construction or for special event purposes.
The streets affected shall be properly signed.
Violation of this article shall result in the forfeiture schedule as stated in Chapter 1, Article II, General Forfeiture, of the Code of the City of Hayward.

A. 
Parking of motor vehicles on the streets within the City of Hayward from the first day of November of each and every year to the 15th day of April of the subsequent year shall be allowed only on the odd-numbered side of the street on odd-numbered days and on the even-numbered side of the street on the even-numbered days, between the hours of 8:00 a.m. and 5:00 p.m.
B. 
Section 325-7A shall not apply to the streets and highways listed in §§ 325-5 and 325-6 above.
Parking shall be allowed on a twenty-four-hour basis on the south side of East Fourth Street from the alley which connects East Third Street to East Fourth Street, easterly to Kansas Avenue. Said parking shall be limited to the owners and/or occupants of properties located at 10615 Kansas Avenue and 15855 Fourth Street.
Parking on all municipal lots shall be for no more than 24 hours at any one time.
The Common Council, the Public Works Department and/or Police Department of the City of Hayward may prohibit, limit or allow parking on City streets on a case-by-case basis. In the event parking is limited or prohibited on a case-by-case basis, temporary signs shall be placed prior to enforcement.
All private parking lots which are appropriately signed, designating parking hours and permitted users, may be enforced by the City of Hayward.
There shall be no parking on either side of any street, within 30 feet of the right-of-way of the intersecting streets within the City of Hayward, except for those streets which have marked parking spaces as established by the City of Hayward Public Works Department.
Parking at all marked and signed handicap stall/areas shall be limited to those vehicles which display the appropriate handicapped sign or sticker.
All vehicles shall be parked at least 15 feet from any mailbox.
No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in this section, between the hours specified, for longer than the time indicated below:

A. 
The forfeitures for a violation of this article are as follows: $25, plus applicable court costs and all costs of prosecution of the offense.
B. 
The forfeiture for any violation of a handicapped zone shall be $100, plus applicable court costs and all costs of prosecution of the offense.
C. 
Any amendments to the forfeiture schedule for violation of this article may be established by a resolution adopted by a majority vote of the Common Council of the City of Hayward.
