The purpose of tarticle is to give the residents of the City of Hayward a legal means for passage of snowmobiles within the City of Hayward.
All provisions listed in §§ 350.01 through 350.13, Wis. Stats., and subsequent amendments thereto are hereby incorporated by reference as part of this article, except for those provisions therein which conflict with this article.
Pursuant to §§ 350.04(2) and 350.047, Wis. Stats., the Common Council of the City of Hayward does hereby ordain as follows:
A. 
The following named streets in the City of Hayward shall be designated as snowmobile/all-terrain vehicle (ATV) routes, between those areas posted as such with snowmobile/ATV route signs:

(1) 
Fifth Street from California Avenue to Johnson Street.
(2) 
California Avenue from Fourth Street to Fifth Street.
(3) 
Fourth Street from California Avenue to trail crossing as posted.
(4) 
Reinke Street from trail crossing to trail crossing as posted.
(5) 
Beal Avenue from Railroad Street to trail crossing as posted.
(6) 
Railroad Street from Highway 77 to Vermont Avenue and as extended in the future to the northeast or southwest.
(7) 
Vermont Avenue from Railroad Street to Johnson Street.
(8) 
Johnson Street from Vermont Avenue to City limits.
(9) 
Donnellan Street from Railroad Street to Dyno Avenue.
(10) 
Dyno Drive from Highway 63 to Highway 27.
(11) 
Ranger Station Road from State Highway 27 to City limits.
(12) 
Ranger Estates Drive from Ranger Station Road to Laura Drive.
(13) 
Laura Drive from Ranger Estates Drive to Lee Street.
(14) 
Lee Street from Laura Drive to Highway 27.
(15) 
South First Street from Highway 27 to Hall of Fame Drive.
(16) 
South Second Street from Hall of Fame Drive to the waterfront at the City Beach.

Hall of Fame Drive to CTH "B."
(18) 
Wheeler Street from Highway 27 to Bay Avenue.
(19) 
Bay Avenue from Wheeler Street to trail crossing as posted.

Rock Creek Road from Lee Road to Hall of Fame Drive.

The trail along State Road 27 from South First Street to Dyno Drive.
B. 
City-owned properties that are designated as established routes will continue to be established routes.
A. 
The speed limit shall be 10 miles per hour while operating on all City of Hayward streets and designated alleys. (State law restricts snowmobile speed to 10 mph within 150 feet of a dwelling between the hours of 10:30 p.m. and 7:00 a.m.)
B. 
Snowmobiles shall not operate on the City streets or property between the hours of 2:00 a.m. and 6:00 a.m.
C. 
No operator under the age of 16 may carry a passenger.
D. 
Snowmobiles are to be operated in a single file.
E. 
Snowmobiles shall not travel on sidewalks or boulevards within the City unless designated as an established route.
F. 
It shall be unlawful for any snowmobile to cross any street or street intersection within the City without first stopping and thereafter proceeding with caution only when street to be crossed is clear of traffic. Crossing of any street within the City shall be done only at right angles to the street being crossed or as close to right angles as practicable.
G. 
Snowmobile operators shall yield the right-of-way to all other vehicular traffic, bicycles and pedestrians in every instance.
H. 
Headlights shall be turned on and in working order at all times while operating in the City.
I. 
Snowmobilers violating any of the above conditions would be subject to the underlying violation of illegally operating on the roadway.
J. 
Snowmobilers travel at their own risk and the City of Hayward will not be liable for any damages or injuries to operators of snowmobiles occurring in the City of Hayward.
K. 
The City of Hayward Police Department is hereby designated as the law enforcement agency responsible for enforcing the provisions of this article.
All snowmobile routes within the City shall be marked by the City as approved routes. Signs shall conform to State Department of Transportation and Department of Natural Resources regulations.
The penalty for violating any of the provisions of this article is the same as listed in § 350.11(1)(a), Wis. Stats., as adopted by reference.

The intent of this article is to provide a means for persons to travel by snowmobile from a residence of lodging within the limits of the City of Hayward, Sawyer County, Wisconsin for the shortest distance that is necessary for a person to operate a snowmobile to the snowmobile route or trail that is closest to that residence.
This article is adopted as authorized under § 350.18(3)(a), Wis. Stats.
This article designates roadways of all the City of Hayward streets, excepting Dakota, Main and Kansas, for snowmobile travel by persons residing in or staying at a lodging establishment within the City of Hayward, Sawyer County, Wisconsin, to travel for the shortest distance that is necessary to reach the snowmobile trail or route that is closest to that residence or lodging establishment.

Those roads, streets or trails are subject to the following conditions:
A. 
Snowmobiles shall not operate on any sidewalk that is not marked for snowmobile use.
B. 
The speed limit shall be 10 miles per hour while operating on all City of Hayward streets. (State law restricts snowmobile speed to 10 mph within 150 feet of a dwelling between the hours of 10:30 p.m. and 7:00 a.m.)
C. 
Snowmobiles shall operate on the extreme right side of the roadway and travel with the flow of traffic.
D. 
Snowmobiles are to be operated in a single file.
E. 
Snowmobile operators shall yield the right-of-way to all other vehicular traffic and pedestrians.
F. 
Headlights shall be turned on and in working order at all times while operating on the roadway or shoulder.
G. 
Snowmobiles are allowed on all portions of the City of Hayward Area Pedestrian Bike Trail that are not cleared of snow as part of the normal regular maintenance practice of the City of Hayward during the winter months.
H. 
Snowmobilers violating any of the above conditions would be subject to the underlying violation of illegally operating on the roadway.
Snowmobilers travel at their own risk, and the City of Hayward will not be liable for any damages or injuries to operators of snowmobiles occurring in the City of Hayward.
The City of Hayward Police Department is hereby designated as the law enforcement agency responsible for enforcing the provisions of this article.
