A City Planning Commission of the City of Hayward, Wisconsin is hereby created, which Commission shall consist of seven members, including the Mayor, who shall be its presiding officer and such other members as the above statutes provide.[1] These members shall be residents of the City of Hayward and shall be appointed by the Mayor, subject to the approval of the City Council, and in the case of those members who are members of the City Council, their terms shall be for terms for which they are serving on said City Council and any members of said Planning Commission who are not the members of the City Council shall be appointed by the Mayor, subject to approval by the City Council, to hold office for a period ending one, two and three years, respectively, from the first day of May, and thereafter, annually during April, one such member shall be appointed for a term of three years. Their successors in all cases shall be appointed for a term of three years and all appointments to fill vacancies shall be for the unexpired term.

Said Commissioners shall receive no compensation for the services as such Commissioners.
The City Planning Commission shall have power and authority to employ experts and a staff and to pay for their services and such other expenses as may be necessary and proper, not exceeding, in all, the appropriation that may be made for such Commission by the City Council or placed at its disposal through gift, and subject to any ordinance or resolution enacted by the City Council of the City of Hayward.
The functions and duties of the said Commission shall be as set out in § 62.23(2), (3), (4), (5), Wis. Stats., and said section shall be incorporated herein by reference and made a part of this chapter the same as if set forth in full herein.
