Whenever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or to allow it to remain parked otherwise.
A. 
Only angle parking shall be permitted on the following portions of streets:

It shall be unlawful for any person to park or to allow to remain parked on any of the streets in the Borough of Kittanning any vehicle other than a passenger car; except for buses being parked on those portions of streets designated in this article as bus stations, parking for local delivery purposes only, and further excepting fire, police, emergency, municipal vehicles and any vehicle or trailer not exceeding seven feet six inches in width.
It shall be unlawful for any person to park a vehicle, or to allow a vehicle to remain parked, in any of the following locations at all times on the days and between the hours indicated in this section, as follows:

Residents of Kittanning Borough who own a vehicle and are handicapped or disabled veterans may make a special request to the Kittanning Borough Council for a handicapped parking space. The Council shall grant or deny such requests after consideration of any medical documentation provided by the applicant, the availability of other parking alternatives, and any other factors that the Council may deem relevant to the particular request. Applicants shall be required to pay the cost of manufacture and posting of a handicapped parking sign; however, disabled veterans shall be exempt from payment of any costs regardless of whether their disability is service-related or not. Handicapped parking spaces that are granted upon special request shall be reviewed annually by the Council to determine the continuing need for the handicapped parking space, and when it appears to the Council that the need for the space has ended the Council may revoke the handicapped parking space.
In order to facilitate the Borough's services in street sweeping and snow removal, it shall be unlawful for any person to park a vehicle, or to allow a vehicle to remain parked, at any time between the hours of 12:01 a.m. and 7:00 a.m., as follows:
A. 
On Tuesday mornings between those hours, parking shall be prohibited:
(1) 
On the north side of every street or avenue running generally east and west;
(2) 
On the east side of every street or avenue running generally north and south;
(3) 
On both sides of every street or avenue in the Clayhole area.
B. 
On Friday mornings between those hours, parking shall be prohibited:
(1) 
On the south side of every street or avenue running generally east and west;
(2) 
On the west side of every street or avenue running generally north and south;
(3) 
On both sides of Johnston Avenue;
(4) 
On both sides of Locust Street.
C. 
It is required that all vehicles parked on any side of a street where parking is prohibited under Subsection A or B of this section on Tuesday or Friday for street sweeping or snow removal be removed from that side of the street or avenue by midnight Monday or Thursday, as the case may be.

D. 
Nothing in this section shall prevent the Mayor from declaring a snow and ice emergency, to be in effect at times other than Tuesday and Friday mornings, giving notice of that emergency by appropriate means, and prohibiting parking on specified streets and avenues in the period before snow and ice removal procedures have been completed.
A. 
Any person who violates any provision of § 524-29 of this article shall, upon conviction, be sentenced to pay a fine of $15 and costs.
B. 
Any person who violates any provision of this article, except for § 524-29, to which subsection A of this section applies, shall, for every such violation, upon conviction, be sentenced to pay a fine of not less than $5 or more than $15 and costs of prosecution. Provided, however, if any such person shall have paid the proper amount prescribed in Subsection B(1), (2), (3) or (4) of § 524-33 of this article, in the manner and within the time limit therein specified, that payment shall be in lieu of the penalty prescribed in this subsection.
A. 
Report of violations; notice to owner or driver.
(1) 
It shall be the duty of the police officers of the Borough, and any other officers or employees of the Borough designated as parking enforcement officers, acting under the direction of the Mayor, to report all violations of this article (with the exception of § 524-29, which relates to parking spaces for handicapped persons and disabled veterans), and/or any section or subsection of the Vehicle Code[1] relating to parking upon or along streets [except for Section 3354(d-2)[2]of the Vehicle Code which relates to parking spaces for handicapped persons and disabled veterans]. Every such report of a violation under this section shall contain the following information:
(a) 
The identifying numbers and/or letters on the registration plate of the vehicle parked in violation of a parking provision of the Vehicle Code or of this article, and the name of the state or province which issued the registration plate;
(b) 
The nature of the violation, stating specifically the section and subsection of the law and/or the section of this article that was violated;
(c) 
The date and hour when the violation was observed and reported;
(d) 
Any other facts, the knowledge of which is necessary or helpful for arriving at a full understanding of the circumstances attending the violation.

(2) 
The police officer or other parking enforcement officer shall also place on or attach to the vehicle a notice to the owner or driver of the vehicle that the vehicle was parked in violation of the law and/or this article, and informing the owner or driver of the vehicle of the penalty prescribed by § 524-32 of this article and as to the conditions set out in Subsection B of this section, under which that owner or driver would be saved from prosecution and from payment of the fine and costs prescribed in § 524-32B of this article.
B. 
Any person who violates any provision of this article with the exception of § 524-27 or 524-31, upon conviction, shall be sentenced to pay a fine of not more than $15 and costs; provided, however, payment to the Borough, as follows, shall save from prosecution any person making the payment of:

(1) 
Five dollars within 24 hours after the time of the alleged violation;
(2) 
Ten dollars between 24 and 48 hours after the alleged violation;
(3) 
Fifteen dollars between 48 and 72 hours after the alleged violation; and
(4) 
In the event that a violation has not been corrected within one hour and a second notice is given to the owner or driver, by payment of an additional sum of $2 within 24 hours after the time of the second notice or the sum of $3 within 72 hours after the time of the second notice.
Payments under this subsection may be made by timely deposit, with a copy of the notice of violation, in any of the Fine-O-Meters of the Borough or by timely payment at the office of the Mayor.
