Whenever a space is marked off on any street for the parking
of an individual vehicle, every vehicle parked there shall be parked
within the lines bounding that space, and it shall be a violation
of this article for any person to park a vehicle or to allow it to
remain parked otherwise.
Parking shall be prohibited at all times on the following streets
and parts of streets:

It shall be unlawful for any person to park or to allow to remain
parked on any of the streets in the Borough of Kittanning any vehicle
other than a passenger car; except for buses being parked on those
portions of streets designated in this article as bus stations, parking
for local delivery purposes only, and further excepting fire, police,
emergency, municipal vehicles and any vehicle or trailer not exceeding
seven feet six inches in width.
It shall be unlawful for any person to park a vehicle, or to
allow a vehicle to remain parked, in any of the following locations
at all times on the days and between the hours indicated in this section,
as follows:

Residents of Kittanning Borough who own a vehicle and are handicapped
or disabled veterans may make a special request to the Kittanning
Borough Council for a handicapped parking space. The Council shall
grant or deny such requests after consideration of any medical documentation
provided by the applicant, the availability of other parking alternatives,
and any other factors that the Council may deem relevant to the particular
request. Applicants shall be required to pay the cost of manufacture
and posting of a handicapped parking sign; however, disabled veterans
shall be exempt from payment of any costs regardless of whether their
disability is service-related or not. Handicapped parking spaces that
are granted upon special request shall be reviewed annually by the
Council to determine the continuing need for the handicapped parking
space, and when it appears to the Council that the need for the space
has ended the Council may revoke the handicapped parking space.
In order to facilitate the Borough's services in street
sweeping and snow removal, it shall be unlawful for any person to
park a vehicle, or to allow a vehicle to remain parked, at any time
between the hours of 12:01 a.m. and 7:00 a.m., as follows:
A. On Tuesday mornings between those hours, parking shall be prohibited:
(1) On the north side of every street or avenue running generally east
and west;
(2) On the east side of every street or avenue running generally north
and south;
(3) On both sides of every street or avenue in the Clayhole area.
B. On Friday mornings between those hours, parking shall be prohibited:
(1) On the south side of every street or avenue running generally east
and west;
(2) On the west side of every street or avenue running generally north
and south;
(3) On both sides of Johnston Avenue;
(4) On both sides of Locust Street.
C. It is required that all vehicles parked on any side of a street where parking is prohibited under Subsection
A or
B of this section on Tuesday or Friday for street sweeping or snow removal be removed from that side of the street or avenue by midnight Monday or Thursday, as the case may be.

D. Nothing in this section shall prevent the Mayor from declaring a
snow and ice emergency, to be in effect at times other than Tuesday
and Friday mornings, giving notice of that emergency by appropriate
means, and prohibiting parking on specified streets and avenues in
the period before snow and ice removal procedures have been completed.
