The fiscal and budget year of the Town shall begin on the first
day of January and end on December 31, unless another date shall be
voted on by the voters of the Town of Raymond.
The Town Manager shall appoint a Selectmen's Office Manager
other than the Treasurer who shall maintain accounting control over
the finances of the Town, make financial reports and perform such
other duties as may be required by the Administrative Code. This person
shall assist in the annual audit as well as perform daily monitoring
of all expenditures and revenues.
The head of any department or office may transfer any unencumbered
balance or any appropriation thereof from one line item within that
department with the approval of the Town Manager. The Town Manager
may transfer any unencumbered appropriation balance or any portion
thereof from one department to another as specified in RSA 37:5.
