When properly authorized the Town may consist of the following departments, and the department heads shall be known by the titles shown:

A. 
Each department head shall be responsible for the efficient operation of his/her department. He/she shall perform all the duties and exercise all the powers conferred upon his/her office by applicable laws, ordinances and resolutions.
B. 
Department heads may prescribe departmental rules and regulations not inconsistent with general law, the Town ordinances, this Administrative Code, and the Personnel Policies for the administration of their various departments, conduct of their employees and the proper performance of the department's business.
C. 
Department heads, reporting to the Town Manager (hereinafter, "department heads" refers to those department heads reporting to the Town Manager), with the approval of the Town Manager, may establish such departmental divisions and subunits as may be deemed desirable in the interest of economy and in accordance with sound administrative principles and practices.
Each department head shall be responsible for maintaining the operation of his/her department on a close and amiable basis of cooperation with all other departments.
Each department head shall be responsible for satisfactory maintenance and care of all Town property that is assigned to his/her department. Each department head shall also maintain a current equipment inventory.
A. 
Each department head shall be responsible for attendance at regularly scheduled department head meetings and the submission of routine and special reports on the operation of his/her department to the Town Manager, state or federal agencies as required.
B. 
At such time as may be required by the Town Manager each department head shall submit an itemized estimate of the planned expenditures in budget form and capital improvement survey form for the next fiscal year of his/her department for use in preparation of the proposed budget for said year. Department heads will adhere to and not overexpend their budgetary appropriation. Failure to comply with the latter will result in suspension if proper authorization has not be attained.
A. 
All department heads may authorize expenditures of up to $250 for the purchase of equipment and supplies for their departments.
B. 
All expenditures over $250 will first be approved by the Town Manager via purchase order.
C. 
Invoices shall be reviewed by the department head and then submitted to the Selectmen's Office Manager with approval for payment. Said approval shall consist of the department head's initials. This authority may not be delegated to any subordinate without approval from the Town Manager.
D. 
All invoices shall clearly state the item being purchased and amount. If this information is not shown, it shall be the responsibility of the department head to mark each invoice accordingly.
All department heads reporting to the Town Manager shall be appointed as provided by §§ 200-6 and 200-7 of the Administrative Code, for indefinite terms on the basis of merit and fitness to perform their duties and may be removed by the Town Manager for cause.
Department heads reporting to the Town Manager may establish subordinate positions and make appointments and removals as necessary, within the limitation of the budget appropriations (or granted transfers) provided and subject to the provisions of the Administrative Code and approval of the Town Manager.
All employees shall be under the immediate supervision of their respective department heads.
