For the purposes of this ordinance, the following words and
phrases shall have the meanings respectively ascribed to them by this
section:
ALUMINUM
All products made of aluminum, including aluminum cans, foil,
wrappers, containers for prepared dinners or other foods, screen frames
and lawn chairs.
CARDBOARD
A stiff, moderately thick board made of paper, shaped in
parallel furrows and ridges, used to make packaging and shipping containers.

CONSTRUCTION DEBRIS
The trash and discarded materials which are the by-products
of the demolition, initial construction, repair, enlargement or renovation
of structures. By way of examples, such debris consists of the following:
lumber, heating and/or conduitory duct work, wallboard, metals, wiring,
pipes, insulation and plaster, the foregoing being examples rather
than a limitation.

DEBRIS
Stones, dirt, demolition material, broken concrete and other
like material, brush, branches, small trees and bushes.
GARBAGE
Putrescible animal, fish, fowl, fruit or vegetable waste
incident to and resulting from the use, preparation, cooking and consumption
of food.
GLASS
All products made from silica or sand, soda ash and limestone,
the product being transparent or translucent and being used for packaging
or bottling or various matter, and all other material commonly known
as "glass," excluding, however, blue and flat glass and glass commonly
known as "window glass."
METAL
All products made of metal, exclusive of aluminum, including
washers, dryers, refrigerators, stoves, hot-water heaters, tire rims,
springs, bicycles, bimetal cans (tin cans) or scrap metal.
PLASTIC BOTTLES
Milk cartons, soda bottles, dish soap containers, laundry
detergent containers and other like material.

TRASH
Ashes, plastic material, ceramics, blue and flat glass, nonputrescible
solid waste, grass clippings, leaves, building materials, contaminated
paper and other similar materials.
WASTEPAPER PRODUCTS
All uncontaminated paper material, such as used newspaper,
magazines, books, paper, wrapping paper, bags and discarded letters
and envelopes.

There is hereby established a program for the mandatory separation
of paper products, glass, aluminum, metal, garbage, trash and debris
with the City of Gloucester City.
The occupant or owner of any building within the City of Gloucester
City who shall place for disposal, removal or collection the following
named items shall do so in strict conformity with the following regulations:
A. Wastepaper products and cardboard products shall be bundled separately
and secured in bundles not to exceed 50 pounds and shall not be contained
in plastic bags.

B. Glass bottles and aluminum cans shall be contained in a separate
reusable metal or plastic occupant- or owner-supplied container with
lids, metal rings and plastic covers removed. Each building or dwelling
shall be limited to 10 such containers. Plastic and paper bags and
boxes may not be used for disposal of glass bottles and aluminum cans.

D. Garbage. The garbage receptacle shall be a container of galvanized
iron or heavy-duty plastic and shall be watertight and provided with
suitable handles and a tight-fitting cover that will prevent access
of flies and other insects to the contents. The same shall be covered
at all times and shall have a capacity of not less than four gallons
and not more than 10 gallons. Garbage placed for pickup shall not
include other foreign items such as plastic bags or metal.
E. Trash and debris shall be placed in metal or heavy-duty plastic containers
or plastic bags secured by a lid or securely tied with a total weight
not to exceed 50 pounds.

F. Brush. Branches shall be tied in bundles not to exceed four feet
in length and of sufficient size and weight (not to exceed 50 pounds)
to be handled by one man.
G. Large nonmetal items, such as furniture, rugs, mattresses, television
sets, shall be wrapped and bagged in plastic to prevent the spread
of infestation(s) such as fleas, bedbugs, roaches or any other vermin
and placed curbside on the day designated for collection of such items.
Carpet must be bundled in four foot lengths, to be handled by one
person, not to exceed 50 pounds.

H. Curbside disposal shall be limited to 10 containers, including bags
and bundles, not to exceed 50 pounds each. Any person or firm violating
this subsection shall, upon conviction, be punished by a fine of $50
per day.

I. Prohibited Recycling Materials. Tires, motor oil, automotive batteries,
electronics, shall not be placed curbside and are to be brought to
the Department of Public Works Monday through Friday 7:30 a.m. to
3:00 p.m. or the 1st Saturday of the month from 9:00 a.m. to 1:00
p.m. Must present proof of residency.

The collection, removal and disposal of wastepaper products,
glass, aluminum, garbage, trash, debris and large objects shall be
supervised by the Street Committee of the City Council, which shall
have the power to establish the time, method and routes of service
and the color coding of receptacles. Special times for large item
pickup shall be established.

All receptacles required herein shall be supplied by the occupant
or owner of the premises and placed prior to collection between the
curb and sidewalk, where they shall be readily accessible to the collector.
The occupant or owner shall keep all receptacles clean and in condition
for safe handling. Receptacles or other items to be disposed of shall
be placed outside after 5:00 p.m. of the day immediately preceding
the day of collection. After collection, any empty containers shall
be removed from curbside promptly but no later than 7:00 p.m. of the
day of collection.
From the time of placement at the curb by any one of the categories
described herein for collection by the City of Gloucester City in
accordance with the terms hereof, items shall be and become the property
of the City of Gloucester City or its authorized agent. It shall be
a violation of this ordinance for any person unauthorized by the City
of Gloucester City to collect or pick up or cause to be collected
or picked up any such items during the twenty-four-hour period commencing
at 6:00 p.m. on any day preceding a day designated for collection.
Any and each such collection in violation hereof from one or more
residences during said twenty-four-hour period shall constitute a
separate and distinct offense punishable as hereinafter provided.

A. Any person, firm or corporation that violates or neglects to comply
with any provision of this ordinance or any regulation promulgated
pursuant thereto shall be issued a warning upon committing a first
offense.
B. If a violation is not abated by 9:00 a.m. the morning following the
issuance of a warning or if any violation is committed after receiving
a warning in the same calendar year, a citation will be issued by
the Code Enforcement Officer with a fine of $25.
C. Any time a person, firm or corporation commits a third offense or
a greater number of offenses in the same calendar year, the offender
shall receive a summons and be subject to a fine not less than $100
and not greater than $2,000, as determined appropriate by the Municipal
Court.

All ordinances or parts of ordinances inconsistent herewith
are hereby repealed as such to inconsistency only.
This ordinance shall take effect after final passage and publication
as required by law.
