A. 
It shall be unlawful to park automobiles of any kind on either side of Willow Street, from Salem Street to Cumberland Street, both inclusive, during any time of the day or night, with or without a driver, for over 15 minutes at any one time on any day during the entire week.
B. 
It shall be unlawful to park motor vehicles of any kind along the street frontage of the following commercial properties for a period longer than 15 minutes at any one time during the regular business hours of the commercial property so designated; or, in the alternative, if the commercial operating hours extend before 9:00 a.m. and/or beyond 9:00 p.m., then the fifteen-minute restriction shall be between the hours of 9:00 a.m. and 9:00 p.m.

C. 
Unless another penalty is expressly provided by New Jersey Statutes, every person convicted of a violation of a provision of this section or any amendment or supplement thereto shall be liable to a penalty as set by the Municipal Court Judge in the Revised Violations Bureau Schedule, but in no case less than $50 payable to the City of Gloucester City, in addition to any mandatory penalties due to the State of New Jersey.

This ordinance is made necessary by reason of the congestion of traffic within the limits defined in this ordinance and for the protection of the public in general against the fire risk incident to the congestion of Willow Street caused by parking of automobiles.
