The Business Administrator of the Gloucester City Board of Education has filed a written consent with the City of Gloucester that various traffic regulations be made applicable to the semipublic roads, streets, driveways and parking lots at the Cold Springs School located in the City of Gloucester, County of Camden, and the following regulations shall be enforceable:
A. 
All vehicles must park only in designated areas and between the lines provided.
B. 
Handicapped parking. All stalls shall be 12 feet wide as shown on the site plan and signed with R7-8 and R7-8(P) (reserved parking sign and penalty plate), in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.
C. 
Reserved parking. The following areas as indicated on the site plan are hereby designated as reserved parking. All vehicles must be properly identified.
D. 
One-way streets. The following described streets or parts of streets are hereby designated as one-way streets in the direction indicated:

G. 
Tow-away. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grass area, pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
H. 
Restricted parking. No person shall stop or stand a vehicle anytime upon any of the streets or parts of streets described:

K. 
Authorized vehicles only. No vehicles other than an authorized vehicle shall enter onto any portion or roadway at the Cold Springs School. These areas are indicated on the site plan and designated with proper signage.
L. 
All signs, posts or other necessary materials shall be installed and paid for by the applicant. All signing shall conform to the current Manual on Uniform Traffic Control Devices, pursuant to N.J.S.A. 39:4-198 and 39:4-183.27.
M. 
Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of this section or any supplement thereto shall be liable to a penalty of not more than $100 or imprisonment for a term not exceeding 15 days, or both.

The public easement previously established in Block 48, Lot 4, between Monmouth Street and the westerly extension of Somerset Street shall be governed as follows:
A. 
Direction of traffic shall be one-way northerly;
B. 
There shall be no parking permitted on the east or west sides of the easement.

There shall be no stopping or standing of any vehicle in the areas delineated below. The penalty for any violation of this section shall be in conformance with § 87-33 of this chapter.
A. 
Both sides of Monmouth Street, between the westerly line of Broadway and the westerly line of Atlantic Street.

The Common Council of Gloucester City may designate restricted parking spaces for handicapped persons by resolution. Such designated restricted parking spaces shall be for use only by persons who have been issued special vehicle identification cards by the Motor Vehicle Commission pursuant to the provisions of N.J.S.A. 39:4-204 et seq. and N.J.S.A. 39:4-197.5. Any person parking a motor vehicle in a restricted parking space without a special vehicle identification card shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days community service on such terms and in such form as the Court shall deem appropriate, or any combination thereof.
