(a) 
All buildings erected or converted after the date hereof of residential units shall be equipped with approved smoke detectors in the manner prescribed in this section.
(b) 
Not less than one approved smoke detector shall be installed in every single family residence and each unit of a multiple dwelling. The detector shall be installed on the ceiling and at least six inches from any wall or on a wall, located from six inches to 12 inches from the ceiling, and within 15 feet of all rooms used for sleeping purposes, with not less than one detector per living level.
(c) 
All multiple dwellings and buildings of mixed occupancy having any residential units, shall contain not less than one approved smoke detector at the uppermost ceiling of all interior stairwells and at every third level below. All approved smoke detectors herein required shall be installed on the ceiling, at least six inches from the wall or on a wall located from six inches to 12 inches from the ceiling.
(d) 
All approved smoke detectors herein required shall be either the ionization chamber or the photoelectric type and shall comply with all the specifications of the Underwriters Laboratories Inc. Standard, UL 217 (Standard for Safety-Single and Multiple Station Smoke Detectors-1976). Detectors shall bear the label of a nationally recognized standards testing laboratory that indicates that the smoke detectors have been tested and listed under the requirements of UL 217 (1976). All approved smoke detectors shall be permanently wired to the electrical service of each dwelling in accordance with the provisions of the Village of Elmwood Park Electrical Department.
(e) 
The provisions of this section shall not be required in buildings which contain an approved automatic sprinkler system unless when, in the opinion of the Building Commissioner and the Chief of the Fire Prevention Bureau, conditions exist which warrant the installation of early warning fire detection in addition to a sprinkler system, both systems shall be installed.
(f) 
Any reference in the foregoing sections to single family residential and multifamily dwelling units shall be as defined in the Elmwood Park Zoning Ordinance.
(g) 
All new single, two family or three family dwellings shall install either the ionization chamber or photoelectric type wired direct to the electric service as required in Subsection (d) of this section.
(h) 
All new multifamily and mixed occupancies which includes dwelling units shall install either the ionization or photoelectric type that operates by electric power only and wired direct to the system. No switching or extension cords or receptacle connection will be permitted.
(i) 
All detectors must be of a type that shows the unit is in operation by a light, which normally is an integral part of the detector or a flag that indicates the battery has expired.

(a) 
All existing multifamily dwellings as defined in the Elmwood Park zoning ordinance and buildings of mixed occupancies having residential units shall be equipped with approved smoke detectors within one year of passage of this ordinance.
(b) 
Every owner, manager or agent of any building or part thereof as described in Subsection (a) of this section shall install, in every dwelling unit, not less than one approved smoke detector on the ceiling, not less than six inches to 12 inches from the ceiling, and within 15 feet of all rooms used for sleeping purposes.
(c) 
Every owner, manager or agent of any building, as described in Subsection (a) of this section shall install not less than one approved smoke detector on the uppermost ceiling, not less than six inches from any wall, or on a wall, located from six inches to 12 inches from the uppermost ceiling of all interior stairwells and at every third level below.
(d) 
All approved smoke detectors required in this section shall be the ionization or photoelectric type, either battery powered or 110 volt AC and shall comply with all the requirements of the Underwriters Laboratories Inc. Standard, UL 217 (Standard for Safety-Single and Multiple Station Smoke Detectors 1976), and the National Electric Code 1975. Smoke detectors shall bear the label of a nationally recognized standards testing laboratory that indicates that the smoke detectors have been tested and listed under the requirements of UL 217 (1976).
(e) 
All approved smoke detectors required for old structures or buildings and as required in this chapter, if to be permanently wired to the electrical service, shall be of a type that show the unit is in operation by a light, which normally is an integral part of the detector. If the unit is a battery operated type, a test button to indicate the unit is operative and an audible signal that operates on a low battery condition shall be a requirement for compliance with this section.
(f) 
The provisions of this section shall not be required in buildings which contain an approved automatic sprinkler system throughout unless when, in the opinion of the Building Commissioner and the Chief of the Fire Prevention Bureau, conditions exist which warrant the installation of early warning fire detection in addition to a sprinkler system, both systems shall be installed.
(g) 
When in the opinion of the Building Commissioner and the Chief of the Fire Prevention Bureau, conditions exist which warrant the installation of early warning fire detection in a shorter time period than set out in this chapter, they shall be empowered to order and secure compliance with such installation orders.
(h) 
Any remodeling or additions made to an existing building or structure shall be required to have smoke detectors installed as specified by this chapter under existing buildings. If the addition or remodeling is of the extent to require an opening of an existing wall, the smoke detector installation shall comply with the provisions as outlined under new structures.
(i) 
All hallways, corridors or horizontal means of egress in any building housing more than one family, shall contain smoke detector units as required by the Bureau of Fire Prevention.

All installations whether for new structures or existing shall be inspected and approved by the Fire Prevention Bureau as complying with the requirements of this Code.

Nursing homes, convalescent homes, day-care centers, hospitals, nurseries, hotels, motels, inns, private schools, rooming houses and other facilities housing or providing care for the infirm, ailing, aged, young or disabled, shall be considered as dwelling units and as such shall comply with the provisions of Section 19-12 of this chapter.

It shall be unlawful for any person to remove batteries or in any way make inoperable smoke detectors as provided for in this chapter, except that this provision shall not apply to any building owner or manager or his agent in the normal procedure of replacing batteries.
Any person found in violation of this section shall be punished by a fine of not less than $300 nor more than $1,000 and/or confinement for a period of not more than six months.
