Carnivals may be held and conducted by servicemen's organizations;
provided, however, that all of such servicemen's organizations shall
collaborate with each other to the extent that all of the so called
servicemen's organizations, as one unit, may conduct, operate and
supervise a carnival in the Village not more than once in each calendar
year, and provided further, however, that such servicemen's organizations
shall be jointly and severally accountable for the maintenance, operation
and supervision of such carnival; and further provided, that such
carnival shall receive authority and permission from the President
and Board of Trustees and shall conform to all of the ordinances in
effect at that time.

(a) Definitions. For the purposes of this section, the following words
and phrases shall have the meanings respectively ascribed to them
by this section:
AMUSEMENT ATTRACTION
An enclosed building or structure, including electrical equipment
which is an integral part of the building or structure, through which
people walk without the aid of any moving device, that provides amusement,
thrills or excitement at a fair or carnival, except any such enclosed
building or structure which is subject to the jurisdiction of the
local building code.
AMUSEMENT RIDE
Any mechanical device or combination of devices including
electrical equipment which is an integral part of the device or devices
which carries passengers along, around, or over a fixed or restricted
course for the primary purpose of giving its passengers amusement,
pleasure, thrills or excitement.
CARNIVAL
An enterprise, the principal business of which is offering
the amusement or entertainment to the public by means of amusement
attractions or amusement rides.
FAIR
An enterprise principally devoted to the exhibition of products
of agriculture or industry in connection with which amusement rides
or amusement attractions are operated.
OPERATOR
A person, or the agent of a person, who owns or controls
or has the duty to control the operation of an amusement ride or an
amusement attraction at a carnival or fair. "Operator" shall include
an agency of the state or any of its political subdivisions.
(b) Licenses and Permits — Application. It shall be unlawful to
operate any amusement ride or amusement attraction at a carnival or
fair in this Village without the owner or operator of such equipment
first having obtained from the building commissioner, upon the approval
of the President and Board of Trustees, a permit for the operation
of such equipment.
(c) Insurance; Bond. No person shall be issued a permit under this section
unless at the time of application there is in force: 1) a liability
insurance policy or policies in an aggregate amount of not less than
$100,000 for bodily injury to or death of one person in any one accident,
and, subject to the limit for one person, in an amount of not less
than $1,000,000 for bodily injury to or death of two or more persons
in any one accident, and in an amount of not less than $50,000 for
injury to or destruction of property of others in any one accident,
insuring the operator against liability for injury or death suffered
by a person attending a fair or carnival; or 2) a bond in like amount,
the aggregate liability of the surety of which shall not exceed the
face amount thereof.
(d) Carnival. For purposes of this ordinance any carnival shall be deemed
to constitute a use which entails the erection or use of a temporary
building. No permit to operate a carnival shall issue from the building
commissioner until the operator receives a permit issued by said building
commissioner in accordance with the provisions of Subsections 1404.08C
and 1411.02J of the zoning ordinance of the Village.

The exhibition of wrestling matches, boxing matches, sparring
matches, fighting matches, prizefighting matches, or jujitsu, the
training of wrestlers, boxers, fighters, or prizefighters, or the
teaching of the art of self-defense, wrestling, boxing, sparring,
fighting, or prizefighting, the conducting of a training camp or school
for any such purpose or purposes, upon any grounds, or in and upon
any building, is expressly prohibited within the Village unless the
same is held in a gymnasium of the public schools or in a gymnasium
or other similar facility owned by the Village.
