A. 
As used in this article, the following terms shall have the meanings indicated:
BOROUGH
The Borough of Monaca.
BULKY WASTES
Large discarded items from residences that can be reduced in volume for bundling, including but not limited to boxes, crates, barrels and certain items of furniture.
BULKY WASTES (WHITE GOODS)
Large discarded items that cannot readily be reduced in volume, including but not limited to stoves, refrigerators, bed springs, certain appliances and items of furniture.
CHIEF OF POLICE
The Chief of Police of the Borough of Monaca or his authorized agent and/or his authorized agent or representative.
COMBUSTIBLE HOUSEHOLD RUBBISH
Burnable waste from residences, including but not limited to paper, rags, cartons, boxes, wood, excelsior, furniture, bedding, rubber, leather and yard rubbish.
DEMOLITION AND CONSTRUCTION WASTE
Waste material resulting from the construction, remodeling, repair and/or demolition of building or structures, including but not limited to excavated earth, stones, block, brick, plaster, wall and floor coverings, lumber, roofing material, concrete and waste parts resulting from the installation of plumbing and electrical systems.
GARBAGE
Waste resulting from the handling, preparation, cooking and serving of food.
INCINERATOR WASTE
Ashes removed from a household incinerator after burning.
INDUSTRIAL WASTE
Solid waste resulting from industrial processes and manufacturing operations.
MECHANICAL WASTE
Discarded items, including but not limited to engines, machines, mechanical and electrical equipment, tools, discarded vehicles and vehicle parts and similar material.
NONCOMBUSTIBLE HOUSEHOLD RUBBISH
Nonburnable wastes from residences, including but not limited to tin cans, metals, mineral matter, glass, crockery, dust and metal furniture.
PERSON
Any natural person, partnership, association, firm or corporation.
REFUSE
Solid waste, including garbage, combustible and noncombustible household rubbish, incinerator waste, bulky wastes, bulky wastes (white goods), industrial waste and mechanical waste, demolition and construction wastes.
WASTE
Useless, unused, unwanted or discarded material resulting from normal activities in the Borough.
B. 
In this article, the singular shall include the plural the plural shall include the singular and the masculine shall include the feminine and the neuter.
A. 
It shall be unlawful for any person to deposit or cause to be deposited any refuse or other offensive material in any public street, alley or upon any public property of any nature nor upon a private property within the Borough of Monaca.
B. 
It shall be unlawful for any person to use or permit to be used any property within the Borough for public or private refuse dump.
A. 
It shall be unlawful for any person to store or cause to be stored upon any private property within the Borough of Monaca any automobile or vehicles that are not in operating condition and displaying a current Commonwealth of Pennsylvania, Department of Transportation, registration tag or license plate and inspection sticker.
B. 
It shall be unlawful to park any motor vehicle on any street or thoroughfare within the Borough of Monaca which does not have a current inspection sticker and registration plate or tag. It is also unlawful to park any motor vehicle having current inspection sticker and registration plate or tag that is deemed inoperable for legal use.
C. 
It shall be unlawful for any person to park a motor vehicle in any street or thoroughfare within the Borough of Monaca for the purpose of repairing said vehicle if the repairs will render the vehicle inoperative for a period in excess of 36 hours. No person shall perform a repair operation in such a manner as to present a danger of injury to pedestrian traffic or obstruction of view to pedestrian or motorist.

A. 
Whenever Borough authorities have determined that a person has deposited or has caused to be deposited refuse upon private property within the Borough or has allowed such illegal refuse to remain on said property, the Borough officials shall notify said person, by certified mail, that the violation must be rectified within 10 calendar days of receipt of said notice or the violation provisions contained herein will be invoked.
B. 
The Chief of Police is hereby empowered, if the situation shall warrant such action, to enter onto said property and remove the illegal material and to proceed against the person for the cost of said removal.
C. 
Motor vehicles parked in violation of § 184-13B above, may be removed from the street by Borough authorities and the owner of said vehicles assessed the cost of removing and storing of the vehicles.

Any person who shall violate any provision of this article, for each and every such violation, shall be punishable as provided in Chapter 1, Article II, Code Enforcement, provided that a separate offense shall be deemed to be committed upon each calendar day during or on which any such violation shall be committed or shall continue after 10 days of receipt of official notice of noncompliance.
