a sidewalk, which shall conform to all applicable requirements of
this article, in front of and/or alongside such property.
Every owner of property in the Borough of Monaca
shall, on 30 days' notice from the Borough Council, repair the sidewalk,
in the manner and to the extent stipulated in such notice, in front

All sidewalks shall be laid in conformity with

205-8 of this article, within two days after completion of the work.
In any case where a property owner shall fail,
neglect or refuse to construct, reconstruct or repair a sidewalk as
required by this article, within the time limit stated in the notice
to do such work, or when such work, whether done upon notice by the
Borough or upon the initiative of the property owner, shall not be
in conformity with the requirements of this article and/or the notice
to do such work, the Borough shall have the authority to cause such
work to be done or to be rectified in case of work improperly done
and shall collect the cost of such work or of such rectification,
as the case may be, with 10% additional, from such defaulting property
owner in the manner authorized by law.
