In accordance with RSA 41:11, Regulation of Use of Highways, and RSA 47:17, Bylaws and Ordinances, the following action is taken.
A. 
From this date forward, new subdivision roads which have been dedicated to the Town of Raymond in accordance with RSA 674:35, Power to Regulate Subdivisions, and meet all the following conditions shall receive winter maintenance services in accordance with that normally provided to Class V Town roads.
(1) 
Having been constructed and completed to the satisfaction of the Public Works Director up to and including the asphalt binder coarse.
(2) 
Having all traffic safety improvements, such as signs, delineators, guardrails, traffic signals, etc., in place and adequately functioning.
(3) 
Having provided and executed a deed to the road right-of-way granting same to the Town of Raymond in a format acceptable to the Town Manager.
(4) 
Having all outstanding and/or remaining work items bonded in a manner and monetary sum acceptable to the Town Manager.
(5) 
Having been identified as a completion phase by the Planning Board and constructed in accordance with Town of Raymond Subdivision Regulations and Planning Board approvals to the limits of said phase.
B. 
Said maintenance services shall extend for no greater than three winter seasons.
It is the intent of this article to have the Town of Raymond provide normal winter maintenance, such as plowing, sanding and salting, to subdivision roads which have been properly dedicated to the Town of Raymond, have been properly constructed to binder grade, are safe, are adequately bonded for completion and will be presented for Town acceptance within three years.
