There is hereby created a Department of Parks and Recreation which shall consist of a Director of Recreation and such number of employees as may from time to time be determined by the President and Board of Trustees.

There is hereby created the office of Director of Recreation who shall be appointed by the President of the Village with the advice and consent of the Board of Trustees.

The Director of Recreation shall plan, promote, organize and supervise a comprehensive municipal recreation program and administer the same in the interest of the entire community, and shall:
A. 
Organize and program all recreational activities involving general public participation in a comprehensive and diversified program, including municipal athletics, senior citizen programs, children's programs, arts and crafts and other such programs.
B. 
Manage and coordinate pubic recreational and educational activities available for general public participation for which fees are charge, including such activities as baseball, tennis, swimming, biking, park use, concessions and other special entertainment or seasonable activities.
C. 
The Director of Recreation shall have charge of the care and upkeep of all Village-owned parks, and shall see that the parks are kept in a clean and sanitary condition; and shall report to the Village Administrator when any of the park buildings need repair. He shall see to it that all play areas and facilities are kept in good and safe condition and that all restrooms and facilities are kept in a clean and sanitary condition.

The Director of Recreation shall have supervision over all employees assigned to work in the parks and Recreation Department.

The Director of Recreation shall, with the approval of the President and Board of Trustees, post such rules and regulations as he deems necessary for the conduct of persons in the parks.

On or before July 1st of each year, the Director of Recreation shall make a report to the President and Board of Trustees of the activities for the preceding fiscal year, together with such recommendations as may be appropriate.

The compensation of the Director of Recreation shall be set in the appropriation ordinance.
