The Thornton Public Library shall be free to the use of the inhabitants of the Village, subject to such reasonable rules and regulations as the Library Board may adopt in order to render the use of the Library of the greatest benefit to the greatest number.

A. 
Donations Received. The Board of Library Directors is entitled to receive donations of money, personal property or real estate for the benefit of the library and take title to said money, personal property and real estate to be held and controlled by such Board, when accepted, according to the terms of the deed, gift devise or bequest of such property. The Board shall be considered a special trustee of such donated property.
B. 
Library Fund. The Village Treasurer shall be the custodian of the Library Fund. The bond he executes as Village Treasurer shall be conditioned for the faithful performance of his duty as Treasurer of the Library Fund.

Any person who shall wilfully or maliciously cut, write upon, injure, deface, tear or destroy any book, newspaper, plate, picture engraving or other thing of value belonging to the Thornton Public Library or shall wilfully and maliciously commit any injury upon the grounds, building, furniture, fixtures or other property thereof, shall be guilty of a misdemeanor and fined not less than $5 nor more than $500.
